Design and implement safe area for 16:9 story aspect ratio:

Nuances:

• There should be a UX allowance to show the unsafe visible area around the 16:9 editor.
• The fullbleed (background) element will have another boolean property to allow it to take the "unsafe area" vs "safe area only". Let's call it unexpandToUnsafeArea
• There should be a clear UX indication that if the unexpandToUnsafeArea is set, some parts of the element could be obscured.
• Decide on the default value of the unexpandToUnsafeArea.
