Adding a new module to deploy a Cloud Run service (v2) with standard configuration options, including region, image, container port, environment variables, and optional public access (IAM role roles/run.invoker for allUsers). This module provides a standard way to deploy serverless workloads in the cluster toolkit.

Code Review

This pull request introduces a new Google Cloud Run (v2) module. Feedback focuses on adhering to the repository style guide by updating the global module index, removing redundant license headers, and exposing ingress and labels as variables to improve flexibility and monitoring. Additionally, it is recommended to relax the Terraform version constraint and use 'type = any' for complex variables to ensure broader compatibility and alignment with project standards.
