This is for merging some works done in linemint v1.0.0 to the base tendermint v0.34.x branch and to initialize ebony branch.

Description

ebony branch is derived from tendermint origin/v0.34.x branch (after tag v0.34.8)

This first PR contains the two commits done for linemint v0.33.9-0.1.0
