This bumps go-internal to v1.13.1, which fixes test failures on s390x (fixed by rogpeppe/go-internal#246).
Unfortunately, perhaps, it also bumps Go from 1.19 to 1.22. I note though, that go-internal v1.12.0 already requires Go 1.20.
