Compare BASIL output with ExploreASL, with BASIL output with OxfordASL

Jan: Hopefully all was fixed in other issues. Here, we only need to test, compare, and create new testcases. The branch and commits were removed as this was all fixed in #1301

• Fix this for GE_PCASL_3Dspiral_RX28.0_multiPLD_1 in BASIL quantification error in GE_PCASL_3Dspiral_RX28.0_multiPLD_1  #1692
• Also, let's add the testing of BASIL: bUseBasilQuantification==1 to the TestDataSets - but we would have to first make sure that this runs for us, it runs uniquely BASIL and not non-BASIL quantification (we have hopefully fixed that already) and that it creates a CBF and not CBFBasil
• Small difference is seen in CBF a few perfecnt only in Philips_2DEPI_Lesion_NoFLAIR_NoM0_HiQ that already use BASIL by default in TestDataSet (this is probably turned off now).

Run testdatasets native space xASL quantification, afterwards with single-PLD BASIL. Check differences.
