Summary:

  • add SHIPPER-PROP-0002 for the Reconcile lane
  • define the user value and durable product rule: Cargo output is a hint, registry state is authoritative
  • keep ambiguous publish reconciliation in planned support-tier state until spec/ADR/plan and implementation proof exist

Validation:

  • cargo xtask check-doc-contracts --mode advisory
  • cargo xtask policy-report
  • cargo fmt --all -- --check
  • cargo xtask check-file-policy --mode blocking-allowlist
  • git diff --cached --check

Non-goals:

  • no runtime publish-engine behavior change
  • no README/support-tier promotion
  • no Reconcile implementation
