'raw' is set by default when scaling is disabled. However rsmeval expect None in this case, as documented in the code [here](https://github.com/EducationalTestingService/rsmtool/blob/a1f5a9dbba572d3b74aa95c188d5c9e15ff96f19/rsmtool/rsmeval.py#L114).
