Support collecting coverage for other packages in the workspace for Dart, like Flutter has #5798
Description
When collecting coverage for Flutter, we collect it for all of the packages in the workspace (via --coverage-package). However that flag is not yet supported for Dart (see dart-lang/sdk#60958 (comment)).
