In some situation using in DNN many surounding elements can have a z-index of 1000+ (menus, floats, other modal, etc.) So this raises the default modal overlay to z-index of 1002. This is to fix dnnsoftware/Dnn.Platform#5290

Fixes dnnsoftware#5290 The actual fix for the reported issue was done in DNNCommunity/dnn-elements#579 This PR pulls in that new version and also updates the other dependencies on this project.
