Changes core date/time decoding and conversion paths (including JDBC ResultSet behavior) and introduces a breaking change where Date is no longer exposed as ZonedDateTime, so downstream callers may see type/format differences.

Overview
Fixes client-side decoding/conversion for Date/Time types (including Dynamic/Variant) and aligns JDBC getters accordingly. Date/Date32 are now read as LocalDate with no timezone adjustment, while Time/Time64 are read as UTC-based LocalDateTime (and exposed via new getLocalTime() APIs for LocalTime access).

Adds ClickHouseColumn.getValueDataType() to represent the effective type for SimpleAggregateFunction, and updates binary readers/string conversion logic to branch on that effective type; also improves null-handling and conversion consistency for enums, geo, inet, and arrays/lists. Extensive new/updated integration tests cover time range/precision, timezone invariance for dates, and Dynamic/Variant date-time decoding, plus new JDBC-focused date/time tests (including Duration mapping for time values).
