Summary

Update the API json schema to include description information on the Blocking Keys. The NBS UI team would like to include those descriptions, along with the values themselves, in the user interface they are building out for RL configuration.

Acceptance Criteria

• When rendering the schema, GET /openapi.json the value and description should be shown for each BlockingKey
