…ap tokens Target: round-11 failure mode #2 (confidence over-attribution to `high` on 76031 and 76534, 7 of 8 wrong calibration calls). Two byte-equivalent extensions to the round-7 Step-5 pre-write confidence audit (round-10/round-11 anti-hypothesis audits used the same shape): - Scope: scan comments AND fetched linked-ref bodies (was: comments only). 76031's by-design framing lives in linked PR WordPress#77957's body, which the audit never reads under the comments-only scope. - Tokens: add "roadmap", "no current plan", "no short-term fix planned" to existing "intentional / by design / as expected / design call" list. Over-fire canaries: 75443, 76176, 78342 (legitimate `high` calls — neither linked refs nor new tokens should trip these).
