Georgia Public Library Service empowers libraries to improve the lives of all Georgians.
GPLS encourages support for and raises awareness of the impact of public libraries in communities across Georgia. We engage with elected officials, community leaders, and media to share the many ways libraries meet the needs of citizens in every corner of the state.

Georgia Public Library Service supports the operation of 410 individual libraries in 61 systems across the state.
We provide innovative, scalable library technology and services; staff training and best practices; grant administration and more to create a quality library experience for patrons, no matter where they live.
Julie Walker, Vice Chancellor for Libraries & Archives and State Librarian
As state librarian, Julie has established the Georgia Public Library Service as a responsive and trusted partner to Georgia’s libraries, and as a national leader in library innovation and collaboration. As vice chancellor for Libraries and Archives, she oversees GALILEO, Georgia’s virtual library; GIL, the gateway to information resources held in University System of Georgia libraries; Affordable Learning Georgia, offering open educational resources to USG students; Georgia State Archives; and the Georgia State Records Center.
In 2023, she was appointed by Gov. Brian Kemp to the Georgia Council on Literacy. She was elected president of the Chief Officers of State Library Agencies (COSLA), an independent organization of the principal library officials in all 50 states, the District of Columbia, and two territories, in 2022. In 2017, she was awarded the Nix-Jones Award, the highest honor of the Georgia Library Association that recognizes substantial contributions to the library profession.
Julie serves as a member of the Board of Visitors of the University of North Carolina at Chapel Hill’s School of Information and Library Science, the advisory board of Valdosta State University’s School of Library and Information Science, and the advisory committee of the University of Georgia’s Certified Public Manager program. She is vice chair of the Georgia Certification Board for Librarians and serves on Georgia’s Digital Connectivity Advisory Council. She is a graduate of the University System of Georgia’s Accelerated Leadership Academy and USG’s Executive Leadership Institute and Leadership Athens.
Angela Stanley, Assistant Vice Chancellor for Library Innovation and Collaboration and Assistant State Librarian
Angela has worked in libraries and archives for over 15 years, serving as 2020 President of the Society of Georgia Archivists, an active member of the Georgia Library Association, a graduate of the Archives Leadership Institute at Purdue University, a Georgia Heritage Responder, and board member for numerous historical organizations. In 2024 she was appointed by Gov. Brian Kemp to serve on the Georgia Historical Records Advisory Council, the official advisory body for historical records planning in the state. She has presented extensively at state and national conferences on a variety of topics related to the intersections between public libraries, open knowledge, digital access, and community-driven cultural heritage.
Angela previously directed Georgia Public Library Service’s Archival Services and Digital Initiatives unit, and served as Head of Archives and Special Collections at the Athens Regional Library System. She began her career as a senior librarian at the New York Public Library, working in both the branch and research libraries.
Angela received her Masters in Library and Information Science with a certificate in Archives, Preservation, and Records Management from Queens College, City University of New York, and holds her Bachelor’s Degree in English and Women’s Studies from Fordham University. She is a Certified Archivist with the Academy of Certified Archivists, and a Digital Archives Specialist with the Society of American Archivists. In 2023 she became certified in Library Financial Management from the Carl Vinson Institute of Government at the University of Georgia.
