In the USA Patriot Act of 2001 (42 U.S.C. 5195(e)) “critical infrastructure” is defined as systems and assets, whether physical or virtual, so vital to the United States the incapacitation or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters. In the Homeland Security Act of 2002 (6 U.S.C. 101(9)) “key resources” are defined as publicly or privately controlled resources essential to the minimal operations of the economy and government. . . . . ” blah, blah, blah . . . .
then it goes on to list about every mineral or telco terminal in the world(!!!). And Hillary asks all the diplomats to go spying around for any to add onto the Homeland Security list. And like all these ‘security’ departments they have no real definition of what critical infrastructure is etc. . They just make it all up as they go along.
