Since FLIR Cloud Client is an application just like any other, you can remove it using its own uninstaller from the Control Panel > Programs and Features > Uninstall a program.
In the event that FLIR Cloud Client refuses to uninstall, choose another app that can take care of that. I recommend Revo Uninstaller as it can clean the PC and force remove apps that are broken.

According to the system requirements, the software is known to work only on the following versions of Windows: Windows 8, 7, and Vista. But I've taken the liberty to download and install the software myself on Windows 10 x64 and it works just fine.
You can download the client from the following page, but when you're installing, make sure to select Run as Administrator, then simply follow the instructions on screen.
I can't setup Flir Cloud Client once it is downloaded to my Microsoft Surface. It says, 'Can't run this app'.

The Microsoft Surface is a device that's running a modified version of Windows called Windows RT. The file that you've downloaded doesn't support the operating system. That's the reason you got that message displayed.
You will need a RT version of the software to be able to install it. I've checked the official website and Flir Cloud Client is listed to be available for Windows and Mac.
You can download the application through the official website located on the link posted below. The client is available for both Mac and Windows operating systems.
Is there a way to tweak the motion detection algorithm? When a cloud goes overhead, it always triggers the detection algorithm. It would be helpful if the threshold limits include a minimum number for motion to be detected, but also a maximum, so that when a cloud passes overhead, the algorithm would not trigger a detection.
