FRAME - project - Film Centre of Montenegro

FRAMEFRAMEFRAME – “Fostering Regional Advancement and Market Expansion of Audiovisual SMEs in the South Adriatic” is a project funded by the Interreg IPA South Adriatic Programme 2021–2027, under the first call for standard projects and Specaific Objective 1.1 (Enhancing sustainable growth, competitiveness of SMEs, and job creation, including through productive investments). OBJECTIVE FRAME promotes cross-border cooperation in the South Adriatic audiovisual sector through integrated actions, including a trilateral film co-development fund supporting joint projects by Italian, Albanian, and Montenegrin operators. The project aims to strengthen the competitiveness of SMEs, foster a sustainable and resilient audiovisual ecosystem, and enhance professional skills within the sector. MAIN PROJECT ACTIVITIESFRAME addresses the key challenges shared by audiovisual SMEs in Italy, Albania, and Montenegro, such as limited international competitiveness, digital transformation, and difficulties in accessing financial resources. The initiative builds on the results and cooperation networks developed through the CIRCE and CIRCE PLUS projects, funded under the Interreg IPA CBC Italy–Albania–Montenegro 2014–2020 Programme, representing their natural continuation. FRAME seeks to harness the potential of the film sector as a driver of economic growth, innovation, and entrepreneurship in Albania, Montenegro, Molise, and Puglia, contributing to the overall strengthening of the regional audiovisual industry.Following an in-depth mapping of audiovisual SMEs operating in the Programme area and an analysis of their activities, FRAME will establish the South Adriatic Audiovisual SMEs Network, aimed at facilitating networking, knowledge sharing, and cross-border cooperation. Building on this foundation, the South Adriatic Film Co-Development Fund will be launched, supporting at least eight co-development projects jointly submitted by film producers from the involved EU and IPA countries, fostering the production of high-quality works capable of competing in international markets. B2B activities, film markets, and film forums will support partnership-building and project pitching phases.The project also foresees the organization of a travelling screenwriting workshop in Albania, Montenegro, Molise, and Puglia, designed to strengthen the skills of emerging young screenwriters. From a long-term perspective, FRAME also promotes the development of the audiovisual sector in Molise by supporting the establishment of a local Film Commission, inspired by the Apulia Film Commission model.The final beneficiaries of the project include audiovisual SMEs, sector professionals, local communities, and the broader film ecosystem. Film Centre of Montenegro at the European Film Market in Berlin

The Film Centre of Montenegro will participate in the European Film Market (EFM), taking place from 12–18 February 2026 as part of the 76th Berlin International Film Festival, showcasing Montenegrin cinema and strengthening international collaboration through a range of activities.Representatives of the Film Centre of Montenegro will have a stand at the Martin-Gropius-Bau, where they will present the latest achievements in Montenegrin cinema to European film professionals, producers, and distributors. Visitors will have the opportunity to learn about current productions and co-productions, festivals, and the exceptional opportunities Montenegro offers as a filming destination.During the market, a screening of To Hold a Mountain, directed by Biljana Tutorov and Petar Glomazić, will be held for distributors, festival representatives, and sales agents to support the film's continued international distribution. The documentary recently won the Grand Jury Prize for Best International Documentary at the Sundance Film Festival.To Hold a MountainThe Film Centre of Montenegro will also promote Montenegro's potential and capacity as a filming destination, along with the Montenegrin Cinema 2026 catalogue, which provides an overview of current film projects at various stages of development.Throughout the market, numerous bilateral meetings are scheduled with representatives of leading international festivals and film institutions. These meetings aim to deepen collaboration and explore opportunities for dedicated showcases of Montenegrin cinema at select festivals in the coming period.Participation in the European Film Market represents a valuable opportunity to promote Montenegrin cinema at one of the world's most important film markets and to establish new partnerships while strengthening existing ones with international film professionals and organisations. Historic Achievement for Montenegrin Cinema at Sundance Festival 2026: "To Hold a Mountain" Wins World Cinema Grand Jury Prize for Best International Documentary

The Montenegrin documentary "To Hold a Mountain" (Planina), directed by Biljana Tutorov and Petar Glomazić, has been awarded the World Cinema Grand Jury Prize for Documentary at the Sundance Film Festival. The film was made with support from the Film Centre of Montenegro.In their statement, the jury, comprising Toni Kamau, Bao Nguyen and Kirsten Schaffer noted: "This visually and emotionally stunning film transported us to a remote mountain peak and into the most intimate moments of a family fighting to protect not just their land, but their way of life. The truest example of the power of film to make the personal political." Commenting on the award, director Biljana Tutorov said she was overjoyed that this seven-year journey had been crowned with such a prestigious honour."I am particularly pleased that the programmers, audience and jury alike recognised that love can be a powerful political force," Tutorov remarked.Director Petar Glomazić emphasised that simply being selected for the World Cinema Documentary Competition had already been a tremendous achievement, and that they had not even dared to think about winning an award."I am especially proud that this film has presented Montenegro to the world through its women. Marginalised and pushed into the shadows, women have been remembered only as nameless mothers who gave birth to heroes. Truly, I believe they have always been the real heroes of our society, and we dedicate this award to them," Glomazić said. "To Hold a Mountain" had its world premiere to thunderous applause and a standing ovation. The premiere was attended by directors Biljana Tutorov and Petar Glomazić, cinematographer Eva Kraljević, editor Georges Cragg, composer Draško Adžić, French co-producer Quentin Laurent, as well as the film's protagonists Mileva Gara Jovanović and Nada Stanišić. The creative team behind the film includes writers and directors Biljana Tutorov and Petar Glomazić, cinematographer Eva Kraljević, editor Georges Cragg, original score composer Draško Adžić, and sound designers Julij Zornik and Samo Jurca, with colour grading by Emil Svetlik. The film was produced by Biljana Tutorov, with executive producers Megan Gelstein, Jean Tsien, Petra Costa, Andrea Meditch and Bianca Oana, alongside producers Petar Glomazić, Quentin Laurent and Rok Biček, co-producer Dijana Cetina Mlađenović, and associate producer Veliša Popović. The main protagonists featured in the film are Mileva Gara Jovanović and Nada Stanišić, along with Rajka Radonjić, Ljiljana Šaranović and others. The film was shot on mountain Sinjajevina in northern Montenegro, at the Okrugljak highland settlement and surrounding areas, over a period of seven years (2018–2025). The Montenegrin producer is Petar Glomazić for Ardor Films, with Veliša Popović serving as associate producer for CUT-UP. The film was made with support from the Film Centre of Montenegro, the Film Center Serbia, CNC France – Cinéma du Monde, the Slovenian Film Centre, the Croatian Audiovisual Centre, the PACA Fund of the South of France Region, RTV Slovenia, the Belgian Tax Shelter programme, the InMaat Foundation, the Doc Society Climate Story Fund, the Uniqua See Future Foundation, the Catapult Film Fund, Chicken & Egg Pictures, the Diane Weyermann Fellowship, the IDA Enterprise Grant, as well as the Council of Europe and EURIMAGES.
