EvilLimiter is an open-source command-line tool by the developer bitbrute that allows you to monitor, limit, and block devices on your local IPv4 network without needing access to the router. It works by leveraging ARP spoofing to position itself between targets and the gateway, then applies Linux traffic shaping to cap bandwidth or cut connectivity.
