You can't install this program because it's actually a PERL script. You need the interpreter to make it work. First install ActivePerl then download the dictionary package and extract it to a simple location (e.g C:\dictionary). Go to Start > Run > type cmd and press enter. Navigate to the location of the dictionary files using cd C:\dictionary then input the following command: perl dictionary.pl. If no other input string is used, the usage of the file will be displayed.
