Cygwin (PGI Workstation) by The Portland Group (PGI) is a Windows-based compatibility layer and toolset that provides a Linux-like environment tailored for use with PGI’s Fortran, C, and C++ compilers. It supplies a curated set of POSIX utilities, shells, and build tools so developers can build, run, and maintain makefile- and script-driven projects on Windows without rewriting them for native Windows tooling.
