President Ferdinand R. Marcos Jr., represented by Executive Secretary Ralph G. Recto, awarded 24 individuals and six teams with the 2025 Gawad Lingkod Bayani, the nation's highest civil service awards, held at the Malacañang today, 28 January 2026, honoring public servants whose innovations and dedication have transformed lives and communities across the nation.

The awarding ceremony, Pagpupugay 2025: Parangal sa mga Lingkod Bayani, paid tribute to extraordinary public servants who continue to redefine excellence in government through scientific advancement, grassroots innovation, and an unwavering commitment to the highest ethical standards.

“Ipinagdiriwang natin sa araw na ito, ang puso ng pamahalaan. Ang mga kawaning tahimik na naglilingkod para sa sambayanang Pilipino at sa bansa,” said President Marcos in his message delivered by the Executive Secretary.

The Career Service Examination for Foreign Service Officers (CSE-FSO) is set on 25 January 2026. To facilitate smooth conduct of the exam, the testing centers, school assignments, and important protocols are now available for the 671 examinees.

Examinee Advisory 

The CSC announced that candidates should immediately review Examination Advisory No. 1, s. 2026, and verify their specific school assignments via the Online Notice of School Assignment (ONSA) available on the CSC website.

To access the ONSA, examinees must enter the required data in the specified format. The CSC reminded examinees that while they may print their Notice of School Assignment for personal reference, it is not a mandatory requirement for entry into the testing venue.

Excellence in public service takes center stage as the 2025 Gawad Lingkod Bayani, the country’s highest recognition for outstanding government workers, is conferred during Pagpupugay 2025: Parangal sa mga Lingkod Bayani set on 28 January 2026 at the Malacañang.

President Ferdinand R. Marcos Jr. will lead the awarding of 24 individuals and six (6) groups whose exemplary performance, unwavering dedication, and innovative contributions to public service have advanced community empowerment, governance reforms, scientific breakthroughs, and national development.

Formerly known as the Search for Outstanding Government Workers, the Gawad Lingkod Bayani recognizes civil servants whose work transcends routine duty and inspires others to uphold the highest standards of ethical, effective, and people-centered governance.

A powerhouse group of innovators, trailblazers, and public service leaders has come together to form the National Committees of the 2025 Gawad Lingkod Bayani.

The Special Committee on Awards for Gawad Lingkod Bayan ng Pangulo and Gawad Pagasa, tasked to look for exceptional or extraordinary contributions of national significance, is chaired by Ms. Robyn Camille P. Mijares, Founder and Executive Director of Youth Uprising, with Ms. Louise Emmanuelle D. Mabulo, Founder of The Cacao Project, serving as Vice Chairperson. They are joined by CSC Chairperson Marilyn B. Yap; Chief of Presidential Protocol and Presidential Assistant on Foreign Affairs Reichel P. Quiñones; and Liter of Light Executive Director and Founder Illac Angelo A. Diaz.

The Committee on Awards for Gawad Dangal ng Bayan, which focuses on ethical standards and extraordinary public service, includes officials from the country’s oversight and legal bodies. Co-chairpersons are CSC Commissioner Ryan Alvin R. Acosta and former Acting Ombudsman Mariflor P. Punzalan. The committee is completed by Commission on Audit Chairperson Gamaliel A. Cordoba; Director IV Julius B. Japa; and Chief Presidential Legal Counsel Anna Liza G. Logan, both from the Office of the President.

The Civil Service Commission (CSC), Commission on Audit (COA), and Department of Budget and Management (DBM) have issued Joint Circular (JC) No. 1, series of 2025, prescribing revised  guidelines on the engagement of Contract of Service (COS) and Job Order (JO) workers in government.
 
Under the circular, government agencies may continue hiring COS and JO workers but shall not exceed the number of COS and JO workers as of the end of 2025, effectively placing a cap on contractual hiring to address recurring contractualization in government.
