Resolving and Reopening Notes Creates Meaningless Notes

Description
When resolving or reopening a note, a new note is created with the username and timestamp of when the event occurred. The problem is, the notes don't have any information related to the action that was performed. In essence, they're clutter. I recommend not creating notes unless they're purposeful and have associated event information tied to them.
Experienced in WordPress 6.1 Beta 1 and now Beta 2

Thanks for testing this, @jeffr0! This was reported upstream in https://github.com/WordPress/gutenberg/issues/72753, and the root cause appears to be #64153, so I'm going to close this as a duplicate.
