During the prospecting and environmental studies phase, the team conducts a thorough review of target locations, preliminary GIS mapping, and both fatal flaw and critical issues analyses. Additional selection criteria such as proximity to key customer areas, positive landowner and community support, and interconnection opportunities are also carefully evaluated. Our team will also perform any necessary field-based environmental studies and reporting.

In the land siting and injection analysis stage, efforts focus on land acquisition considerations, title research, document preparation, preliminary engineering, and conducting injection studies to evaluate feasibility, optimize design, and ensure regulatory compliance for safe and efficient operations.

During the due diligence and survey phase, the team finalizes the conceptual design, supports topographic, boundary, and ALTA surveys, conducts studies to support the entitlement process, estimates energy yield, and performs an initial CAPEX analysis to assess project viability.

During the project entitlements phase, the system design is finalized, and a detailed site plan is prepared. The team conducts pre-application meetings, submits applications to the municipality, participates in public hearings, and completes land acquisition.

The interconnection agreements are finalized, and grid authorization is secured.

In this design stage, project specifications are finalized, the full design package and constructability review are completed, and value engineering reviews are conducted. EPC contractor pre-qualification and the competitive bidding process are also completed to ensure the selection of qualified partners.

During EPC construction, the team finalizes contractor pre-qualifications and bid evaluations, provides contractor recommendations, completes value engineering, prepares the construction budget, and oversees the preparation of bid documents and contract negotiations.

Courtney has extensive experience in building teams across geographies and disciplines, siting facilities, and managing development and operations for clients.

Tracey Dubuque

Vice President
Tracey brings more than 25 years of energy industry experience to her leadership role at Atwell. As a licensed civil engineer and seasoned program manager, she specializes in overseeing large-scale, multi-phase renewable energy portfolios—most notably a 4,000 MW solar development pipeline in Michigan. Tracey leverages her technical background, strategic foresight, and deep industry knowledge to drive consistency, foster strong client relationships, and align complex teams to deliver impactful results.

Brittany Scott

Program Manager
Brittany has over 13 years of experience in the energy industry, specializing in land use permitting and strategic community engagement. She has led and supported the development of more than 2 GW of utility-scale wind, solar, and battery energy storage projects across key U.S. markets. She partners closely with clients, regulatory agencies, and local stakeholders to navigate complex permitting processes, mitigate risk, and advance development efforts. Brittany is known for her hands-on approach, ability to build strong relationships, and practical insight, aligning diverse interests to drive successful project execution from early-stage development through delivery.

Scott Hawken

Senior Development Manager
Scott has 18 years in the energy industry, focused on developing utility-scale renewable energy projects in MISO, ERCOT and the mid-Atlantic. To date, he has successfully led over 1,100 MW of operating projects through development in some of the most permit intensive states in the Midwest. He specializes in leading teams to execute and solve problems with an “on the ground” approach based on integrity, communication, and creativity.

Jason Minock

Senior Development Manager
Jason brings a unique blend of financial expertise and development leadership to Atwell, where he manages utility-scale energy programs and serves as the Client Manager for one of Atwell’s largest clients. With a background in leading divisions within a Fortune 500 company, he excels at driving projects from concept through construction while building strong relationships with landowners, community leaders, and local agencies. His strategic oversight and people-first approach ensure seamless execution and lasting client success.

For more than 10 years, Tim has worked in renewable energy with some of the world’s leading energy producers, supporting the development of projects for their portfolios. Due to his diverse background and experience in the environmental space, he understands the dynamics of many types of programs and ensures everything is done in the correct order with optimal timelines.
