N doesn't keep a "team" of Pokémon like other trainers. He doesn't use Poké Balls or engage in battle, except when absolutely necessary. He doesn't care about classifying Pokémon, or keep track of what levels they are. These things are all inessential! Would you categorize your human friends in that way? (N can be a bit self-righteous, in case you were wondering.)

All "his" Pokémon are individuals he met at some point who decided to keep company with him. He doesn't name them, because Pokémon don't give each other names in the same way people do.
