Leadership
Keith Coppins
As Chief Executive Officer of ARX Wireless, Keith Coppins brings a wealth of knowledge about building carrier relationships and efficiently developing wireless infrastructure in diverse areas – no matter how challenging the project.
Coppins has been working in the wireless industry since 1994, serving in key development and management executive positions for a number of leading tower infrastructure companies. His skill in developing and overseeing wireless telecommunications sites was instrumental in helping companies explore new tower and infrastructure solutions for their wireless carrier clients.
Before joining ARX, he served as the President and Partner of Phoenix Partnership LLC, where he developed new wireless telecommunication sites in diverse geographical areas and regulatory landscapes across the U.S.
While working as Vice President of Development and Operations for Optasite, Inc., Coppins successfully developed critical wireless sites across the Northeast while managing a team of consultants for T-Mobile. He’s also held executive development and management positions at American Tower Corporation.
Mr. Coppins attended the College of Charleston.

Julie D. Kohler
Julie is the General Counsel of ARX Wireless, where she brings nearly 30 years of experience in the legal and wireless communications industries.
Julie has been a strong advocate for the wireless industry since the late 1990’s. She has significant experience with the Telecommunication Act of 1996 (“TCA”), its implementing regulations and the various FCC Declaratory Rulings and Orders that have been adopted in furtherance of the TCA.
Julie was instrumental in the formation of ARX Wireless in 2019 and represented the company as outside counsel for the following 4 years. Prior to officially joining ARX Wireless in 2023, Julie was a partner in a well-respected Connecticut law firm, developing and chairing the firm’s Telecommunications Group and co-chairing the Land Use Group. In these roles, she represented numerous major telecommunications providers and tower companies in the negotiation, acquisition, and implementation of wireless telecommunications facilities. She has had extensive experience representing telecommunications, energy and land use clients before state agencies, as well as local boards and commissions.
Julie has had pivotal roles in the approval of numerous unique telecommunications projects, including the statewide modernization of client telecommunication infrastructure, and the first public Distributed Antenna System (DAS) in Connecticut. She also was a lead attorney representing a municipal consortium in the controversial high-powered transmission line installation through Connecticut’s Fairfield, New Haven, and Middlesex counties.
She graduated from Sacred Heart University with a Bachelor of Science degree in psychology. She also graduated from Quinnipiac University Law School with the degree of Juris Doctor.
Julie is licensed to practice law in Connecticut, Commonwealth of Massachusetts, New York, District of Columbia, and the U.S. District Court, Southern District of New York.

Kyle Edge
Kyle Edge is a Senior Project Manager for ARX Wireless, to which he brings more than 13 years of professional experience in siting development projects.
Prior to joining ARX in 2022, Kyle was employed by Mobilitie and KGI Wireless, where he successfully permitted and constructed more than 450 telecommunications sites in various local markets. Kyle oversaw and coordinated workflow between real estate, engineering, surveyor/field technicians, and contractors. He came to ARX with substantial experience with lease agreements, collocations approvals, permitting, A&E site walks and design, pre and post construction walks, and community outreach.
As a project manager, Kyle is responsible for new site identification, site acquisitions, lease negotiations, and site construction management. Consistent with ARX’ reputation for delivering tough sites, Kyle’s goal is to make possible those telecommunication sites that seem impossible.
Kyle attended Sam Houston State University, where he graduated with a Bachelor’s degree in Business and Management.
