Justin M. Osburn brings over 17 years of executive-level experience across the independent and franchise automotive industries. He has served as a Sales Manager, General Manager, and Co-Owner of multiple independent dealerships, as well as COO of a 12-franchise, three-point operation in Missouri. Justin has also been a founding partner in launching three successful independent dealerships from the ground up.

Widely known as the “King of Cars,” Justin earned this reputation during his time as a national retail consultant for the National Independent Automobile Dealers Association (NIADA), where he specialized in operational profitability and strategic growth. His deep understanding of dealership financials and ability to identify operational bottlenecks has made him a trusted advisor to automotive businesses across the U.S.

Justin is a U.S. Army veteran, a dynamic public speaker, and a published author. He has served on numerous company boards, held elected public office, and holds an international patent. As a recognized industry leader, he was entrusted by NIADA to rewrite its Certified Master Dealer Certification Curriculum and frequently serves as a paid automotive expert witness.

Justin’s diverse background, sharp operational insight, and passion for dealer success are the foundation of ARC's reputation as a trusted authority in dealership consulting, training, and reinsurance solutions.

Paul Howerton retired as a Colonel from the United States Army with over 24 years of service. He joined ARC as the Chief of Staff in April 2026 as an opportunity to further serve in a different capacity, applying his leadership and experience across the ARC Staff to deliver the highest quality product to all ARC clients.

Paul served in the Army as an Infantry and Aviation officer, with assignments in the 82nd Airborne Division and the Missouri Army National Guard. He deployed three times in support overseas contingency operations; twice to Afghanistan and once to Iraq. He was qualified in the AH-64 Apache and UH-60 Blackhawk helicopters. Paul's education includes a Bachelor of Science degree from the University of Missouri-Columbia, a Masters Degree from Webster University in Leadership and Management, and a Masters Degree from the Naval War College in National Security and Strategic Studies.

As the ARC Chief of Staff, Paul integrates the entire staff across all ARC lines of effort to provide the most positive customer experience possible. He is dedicated to ensuring success for the client while also providing a world class team environment at the ARC Headquarters. This is his sole mission.  

When not supporting the ARC Team, Paul enjoys hunting, fishing, and spending time with his family in Clinton, Missouri. 

Tricia is a finance and accounting leader with over a decade of experience across the full accounting lifecycle, having progressed through roles including Accountant, Senior Accountant, Controller, and Director. She holds a Bachelor’s degree in Finance from Central Methodist University in Fayette and a Master’s degree from Park University in Kansas City. Her background spans multiple industries, including healthcare, education, and care-centered service organizations, where she has supported executive leadership through disciplined financial management and strategic insight.

Known for her precision, reliability, and process-driven approach, Tricia brings a deep understanding of financial controls, reporting accuracy, and operational scalability. She has led and managed teams, refined financial systems, and consistently delivered the level of detail and accountability required to support C-suite decision-making and long-term organizational growth.

Outside of work, Tricia is family-focused and enjoys spending time with her four children, who are active in sports. She loves being outdoors, whether at the lake, riding dirt bikes, or traveling and exploring new places with her family.

Shelly serves as ARC’s Accounting Manager, bringing a diverse background and a sharp eye for detail to the financial operations of the company. With experience in financial administration, auditing, permitting, and reserve preparation, she plays a key role in ensuring accuracy and efficiency across accounting processes. Her well-rounded skill set also includes customer service, CRM management, and operational support, making her a valuable resource across multiple departments.

Known for her organization, dependability, and collaborative approach, Shelly is passionate about creating systems that help the business run smoothly behind the scenes.

Outside of work, you’ll find her spending time with family, at sporting events, concerts, and enjoying the outdoors.  She also has an appreciation for kayaking, fishing, skiing, and hunting down treasures in antique stores.

Ryan Jennings retired as a Lieutenant Colonel from the Missouri Army National Guard with over 26 years of service. Following his military service, Ryan joined ARC as the Director of Sales. He strives to apply his decades of leadership, experience, and education to the ARC Sales Team to bring premium quality to all ARC clients.   

Throughout his military career, he held numerous leadership positions including Battery Commander, Field Artillery Battalion Commander, and Director of Military Support. He has planned and executed numerous operations in the United States in support of State Emergency Duty and around the world including in Afghanistan, Canada, and Panama. His education includes a B.S. from Northwest Missouri State University, M.A. from Webster University, and graduated the Army Command General Staff College. His notable awards include the Bronze Star, Meritorious Service Medal, and General MacArthur Leadership Award.   

As the ARC Director of Sales, Ryan applies his leadership and experience in strategic planning and execution to support ARC clients in achieving success. He is a dedicated professional who applies strategic thinking to deliver innovative solutions. His focus is always on providing ARC’s clients with exceptional quality and value.

When not supporting the ARC Sales Team, Ryan enjoys hiking, woodworking, and most of all spending time with his family in Jefferson City, MO. 

Born into the car business, Cory Collins is more than just a third-generation industry leader, he’s the Alpha Wolf of F&I, warranty, and reinsurance, setting the standard for dealerships nationwide. With 25 years of hands-on dealership management experience, starting at just 15 years old, Cory didn’t just climb the ranks, he took over the pack.

Renowned as the ultimate F&I powerhouse, Cory earned the name “3K Collins” by consistently delivering over $3,000 per vehicle retail, a level of performance that separates the leaders from the followers. Today, as the Alpha Wolf of Automotive Reinsurance Concepts, the fastest-growing reinsurance and warranty company in the U.S., he’s leading dealers to financial dominance by teaching them how to take control of their own destiny.

A relentless student of the business, Cory took his expertise to the next level by becoming the first in his family to earn an MBA in Automotive Retail Management from Northwood University, solidifying his place as the industry’s top strategist. But his true mission? Teaching, coaching, and empowering dealerships, F&I managers, and dealer principals to master the same high-performance strategies that made him the leader of the pack.

Jeff launched his automotive career in 1995, immersing himself in nearly every role of both franchise and independent dealerships, from front-line sales and finance management to general management. He also spent 15 years as a general agent in the North and South Carolina markets, gaining a wealth of expertise that makes him a powerful asset to the ARC team.

Outside of work, Jeff loves spending time with his family, including his twin granddaughters. He’s also an avid outdoorsman who enjoys everything from life on the lake to hunting and fishing.

With over 30 years of leadership experience on the retail side of the automotive industry, Shawn has built his career around developing and training high-performing teams. Throughout his roles as General Manager, General Sales Manager, and Finance Director, he gained extensive experience with a wide range of dealer systems and earned a strong reputation among dealer partners for turning around underperforming stores and finance departments.

His proven track record includes consistently increasing product penetration and backend PVR by an average of $800–$1,000 per copy. Beyond performance metrics, Shawn is recognized for mentoring and developing the next generation of finance, sales, and management professionals, helping them grow, succeed, and achieve their goals. His commitment to leadership excellence and his passion for elevating people have been defining elements of his career.

The automotive industry has been a lifelong passion for Shawn. He embodies the philosophy that “if you do what you love, you’ll never feel like you worked a day in your life,” and he approaches each day with a drive to master his craft while learning from others along the way. His belief that there is always room to improve continues to guide his professional development.

Outside of work, Shawn is an avid sports fan with a deep love for basketball and football. His competitive and team-oriented mindset is part of what drew him to ARC Nation, where he shares the organization’s vision for helping business partners and the people around him succeed. Shawn brings decades of leadership experience, dedication, and a results-driven approach to support ARC Nation’s continued growth as one of the fastest-growing warranty and reinsurance companies in the industry.

Bill Roberts began his automotive career in 1994 at a Dodge dealership in Peoria, Illinois. After just two months in sales, he transitioned into Finance & Insurance (F&I), where he quickly found his passion and was promoted to Director within his first year. Bill brings over 17 years of experience working primarily in Ford dealerships, including serving as F&I Director at a New Mexico Ford store for 11 years.

Throughout his career, Bill has consistently delivered top-tier performance and results. During his tenure in New Mexico, he elevated the store’s F&I performance to record levels. He was recognized with the National Travel Award for seven consecutive years, placing him in the top 3% in the country, and ranked #1 in the Phoenix region for highest warranty penetration for two consecutive years. In addition to his dealership experience, Bill spent three years as an F&I consultant with MarketSource, working exclusively with Ford dealerships to improve performance and profitability.

At ARC, Bill leverages his deep expertise in F&I operations, performance management, and training to help dealer partners maximize profitability and improve overall process execution. His focus is on delivering measurable results and creating long-term value for ARC clients.

When not working with dealers, Bill enjoys spending time with his wife and two children, traveling, following the NFL, and taking every opportunity he can to go deep sea fishing.

Jason Caley brings over 30 years of deep, hands-on experience in the automotive industry as the National Dealer Consultant with ARC. His journey began in 1994 at a successful Ford dealership in the Kansas City market shortly after completing his service in the United States Marine Corps. By age 23, he was Parts & Service Director, later holding leadership roles including Fixed Operations Director, COO, and Director of Operations across multiple rooftops.  

Jason has led through every major industry shift, from launching off-site service centers during the 2008 downturn to building a standalone collision center in 2016. He later founded Caley Business Solutions, a consulting firm that served clients across automotive, equipment, marine, insurance, and more.

Now as National Dealer Consultant at ARC, Jason brings operational expertise in fixed ops, financial strategy, HR, and reinsurance to dealers nationwide. Known for his no-nonsense leadership and people-first mindset, he is a trusted advisor to dealer clients across the country.

Outside of work, Jason is a proud father. Jackson, former collegiate athlete and successful professional. And now a PROUD Grandfather. He is married to the love of his life, Anna Kristine Caley, and together they enjoy spending time with their grand baby Collins and traveling for destination concerts. He also shares life with Anna Bell, their 12-year-old lab-golden mix who serves as a therapy dog, as well as Finny. In his free time, Jason enjoys golf, fishing, and bow hunting.

Rob “The Rainmaker” Whistle launched his automotive career in 1988 at a Buy Here Pay Here dealership in Michigan. Over the decades, he built a reputation as a dynamic leader with hands-on expertise across every aspect of variable operations, from selling pre-owned and high-line inventory to leading large franchise teams. His operational depth and people-first approach have made him a trusted voice in retail strategy.

Today, Rob serves as ARC’s Executive 20 Group Moderator, guiding independent and franchise dealers through structured, peer-driven performance groups. A former General Manager, Executive Manager, and Sales Director, Rob brings real-world experience to every session. He continues to consult and train dealerships nationwide, blending leadership development with his proven “8 Steps to the Sale” framework to help teams execute with clarity, accountability, and measurable results.

Brandon brings over a decade of expertise in the automotive industry, with six years in pivotal management roles. Originally starting his career in Corpus Christi, Texas, he now serves as a National Finance and Insurance Specialist at ARC. Brandon’s career took off with the creation of 361 Cars For Sale, an innovative buy, sell, and trade marketplace group that grew to over 90,000 members before successfully selling to a prior client of his.

This entrepreneurial achievement cemented his reputation as a digital marketing authority and led to his first management role in the industry, where he swiftly became a sought-after specialist in helping drive success for automotive dealerships.

Throughout his career, Brandon has worked & partnered with an impressive range of dealerships, from small local businesses to mega-dealers in some of the industry’s most competitive markets. Dedicated to continuous learning, Brandon is dedicated to empowering aspiring automotive professionals to not only achieve their goals but exceed them, paving the way for success for all involved.

Aj brings years of sales experience across automotive retail and door-to-door markets, with a strong track record in both frontline performance and sales leadership. He launched his sales career in San Antonio before quickly advancing into management and F&I roles, where he became known for developing high-producing teams and simplifying processes that drive real results in dealerships and organizations.

Now serving the Dallas–Fort Worth region as a District Consultant for ARC, Aj partners with dealerships and finance departments to improve product penetration, boost profitability, and elevate customer experience through clear, effective, and practical training.

Aj has collaborated with organizations ranging from independent stores to major platform groups, earning a reputation for his energy, authenticity, and commitment to an organization’s success. Outside of work, he enjoys serving at his church, training in the gym, and spending time with his family and his miniature Goldendoodle.

David Gavin is a Marketing and Media Specialist with over 20 years of experience in videography and editing. Known for his creativity and engaging content, David excels in developing impactful marketing strategies and managing social media campaigns. With nearly a decade of social media marketing experience and deep expertise in HubSpot CRM, he brings a data-driven approach to content and campaign execution.

At ARC, David played a pivotal role in leading the company’s massive rebrand, crafting a cohesive marketing narrative and digital presence that reflects ARC’s bold vision for the future. His work supports growth across key business lines, including warranty, reinsurance, and 20 Groups by helping attract new clients, build loyal audiences, and drive measurable results.

Outside of work, David enjoys fishing, watching movies, cooking, and spending time with his family at the lake. He recently welcomed his first child, a baby girl, and is embracing the joys and challenges of new fatherhood.

Melanie is the Director of Operations at ARC and proudly holds the distinction of being the company’s first employee. As the cornerstone of ARC's operational success, Melanie oversees the operations team and manages logistics, TPA relations, and administrative processes. As a pivotal member of ARC’s leadership team, she consistently drives improvements to support seamless departmental coordination and client satisfaction.

Melanie holds a Bachelor's Degree from Park University and previously served as the Executive Director of a nonprofit organization, where she was an active leader and community advocate. Outside of work, she values quality time with family and friends, has a passion for travel, and is dedicated to lifelong learning.

Amber is a TPA Specialist and Client Services professional with over 15 years of experience in management and customer service.  Known for her strong work ethic and dedication to client success, Amber excels in building lasting client relationships.  Throughout her career, she has consistently driven improvements in sales, client satisfaction, and business growth. 

Outside of work, Amber loves spending time with her husband and children. She enjoys watching her kids play sports and is an avid participant in softball, volleyball, and cornhole. Amber also has a passion for travel and values time spent with friends. 

Howard has over 35 years of experience in the automotive industry, with a career that spans ownership of an independent dealership and general management roles at both a GM and a Ford franchised store. Throughout his career, he has gained hands-on experience in nearly every aspect of dealership operations.  

As the LinUs® expert, Howard is responsible for overseeing the creation and ongoing updates of all composite reports. He provides the coding team with the necessary formulas and works closely with ARC 20 Group members to ensure the accurate and timely input of data. His attention to detail ensures consistency across all data provided by members. Additionally, Howard leads the direct integration efforts for all DMS systems.

Outside of work, Howard is dedicated to his family and faith. He married his high school sweetheart in 1981, and together they have three children and nine grandchildren. An active member of First Baptist Church, Howard serves as a deacon, choir member, Sunday school teacher, security member, and head of the transportation committee.  In his spare time, he enjoys hanging out at his pool with his grandkids.

As the 20 Group Coordinator at ARC, Michele supports dealers through meaningful engagement, clear communication, and a commitment to building strong, connected groups. She works closely with members and nominees to ensure a smooth, positive experience—whether coordinating introductions, supporting group processes, or helping facilitate the path to membership. Her dedication to service and relationship-building is at the heart of how she supports ARC’s 20 Group community.

Before stepping into this role, Michele served as an Event Specialist with ARC, assisting in the planning and execution of events that brought people together and created memorable experiences. Her passion for connection is rooted in a diverse background, including seven years of owning and operating a coffee shop and café. There, she sharpened her skills in customer service, multitasking, leadership, and small-business management.

Outside of work, Michele is committed to growing in her walk with Christ and serving within her church community. She treasures time with family and friends and loves being outdoors, appreciating the beauty and simplicity of nature. She believes life is too short not to make the most of the moments we’re given, both personally and professionally.

Madison Peal is an Event Specialist at ARC, where she plans and coordinates events in partnership with local dealerships to deliver seamless, successful experiences. With a professional background in healthcare and customer service, Madison brings exceptional organizational skills, a keen eye for detail, and a genuine passion for supporting people.

Outside of work, Madison enjoys quality time with her fiancé and son. She is also a creative spirit who loves crafting, especially when working alongside her twin sister. She’s excited to channel her energy and dedication into creating memorable, engaging experiences for ARC’s clients and guests.
