General Information About ATS
1. What is an Automated Fitness Testing Station (ATS)?
An ATS is a fully automated, Ministry of Road Transport and Highway, Government of India (MoRTH) approved vehicle testing facility that assesses the roadworthiness and environmental compliance of vehicles using advanced, calibrated equipment.
2. Why is a Fitness Certificate (FC) required?
A Fitness Certificate is mandatory for all transport/commercial vehicles as per the Motor Vehicles Act to ensure they are roadworthy.
3. Which vehicles can be tested at an ATS?
- Goods & passenger commercial vehicles
- Taxis, buses, trucks
- Light & heavy commercial vehicles
- Auto‑rickshaws / three‑wheelers
- Electric vehicles (EVs)
(Private vehicles usually need testing after 15 years)

4. How do I book an appointment?
Through the VAHAN → Automated Fitness Management System (AFMS) portal.

6. Can I cancel or reschedule my appointment?
Yes, via the AFMS portal within the allowed time window.
Testing process
7. What tests are conducted at ATS?
- Brake efficiency
- Suspension
- Sideslip/alignment
- Emission
- Speedometer & speed governor
- Headlight alignment
- Underbody inspection
- Noise level & horn test
- Steering play test
- Visual inspections (lights, mirrors, HSRP, chassis no., etc.)
8. Can I be present during the test?
You must wait in the designated customer area but can view the test through a window.
9. Is manual intervention allowed?
No. ATS testing is completely automated to ensure transparency and accuracy. All test results are masked, encrypted and automatically transferred to Vahan.
10. What are the ATS working hours?
9:00 AM – 6:00 PM, Monday to Saturday
Sundays and public holidays is closed.
Test results & certificates
11. Will I get the Fitness Certificate immediately?
If the vehicle is declared fit, the certificate is uploaded to VAHAN the same day.
12. How will I know the results?
You will receive:

13. Is the Fitness Certificate valid across India?
Yes. Certificates issued by an Assam‑authorized ATS are valid nationwide.
Failed Test, Retest & ELV Rules
14. What if my vehicle fails the fitness test?
You will receive a detailed report.
You may repair the vehicle anywhere and return for a retest (allowed within 180 days).
15. What is an End‑of‑Life Vehicle (ELV)?
A vehicle declared unfit, expired registration, or voluntarily scrapped.
16. When does a vehicle become an ELV?
If a vehicle is not certified ‘fit’ within 180 days of failing the ATS fitness test, it is marked as ELV in the VAHAN database.
Payments & support
17. What is the fee for fitness testing?
Fees are fixed by the State Transport Department and displayed during booking.
18. Is cash accepted?
No. AFMS portal accepts UPI, credit/debit cards, and net banking.
Payment is done during booking through AFMS portal.
19. Whom should I contact for help?

20. Does the vehicle owner need to be present?
No. Any authorized representative/driver can present the vehicle with valid documents.
