Jason Latiolais has two decades of experience in the heavy highway construction industry. He joined APAC Mississippi/Tennessee as President in 2025, after more than 17 years working at fellow CRH company Barriere Construction, where he was first hired as a field engineer in 2008. Following subsequent project manager and estimator positions at Barriere, he was promoted to Vice President of Asphalt Operations. Latiolais played an instrumental role in the company’s success, leading all three of Barriere’s asphalt groups and overseeing several large projects. He served as President of Barriere Construction from 2022 through 2024. Latiolais earned a B.S. in civil engineering at Louisiana State University and an M.B.A. from Southeastern University.

Michael Blain, Jr. serves as the Vice President of Sales for APAC-Mississippi/Tennessee. He began his career with the company as an engineer and estimator before moving into leadership roles, most recently serving as Aggregates General Manager prior to stepping into his current position. Before joining APAC MS/TN, Blain served as the Midsouth Region Performance Manager for CRH and spent over a decade with The Blain Companies. He graduated from Louisiana State University with a B.S. in construction management and later earned his M.B.A. with an emphasis in finance from Millsaps College.

Bobby Bogue first joined APAC-Mississippi/Tennessee by working summer jobs for the company during college and was hired as an estimator after he graduated from Mississippi State University (Business Administration). Four years later, he moved to Texas to take a job as a project manager for Knife River Corporation and then returned to APAC-MS/TN in 2015 to work as a project manager/estimator. Following subsequent promotions — to Area Manager, Aggregates Manager and Material Operations Manager — Bogue was named Vice President of Operations in 2024. A member of the Mississippi Asphalt Pavement Association and Mississippi Road Builders’ Association, Bogue has over 20 years of experience in the industry.

David Barton serves as the EHS Manager and has been with APAC-Mississippi/Tennessee for 25 years. Barton holds numerous certifications including: Traffic Occupant Protection Strategies, Standardized Field Sobriety, MDEQ Visible Emissions, Certified Environmental Compliance Manager, Federal Hazardous Material Regulations, Advanced Workers Compensation in Mississippi, Smith System Driver Training Instructor, MSHA Health and Safety Instructor, Medic First Aid, ATSSA Flagger Instructor, ATSSA Traffic Control Technician, ATSSA Traffic Control Supervisor, Forklift Training Instructor, USF OTI 510 Occupational Safety and Health Standards for the Construction Industry and OSHA 10 and 30 Hour Construction Outreach Trainer. He is a member of the American Society of Safety Engineers. Barton graduated from Hinds Community College and the University of Southern Mississippi with his B.A. in criminal justice.

APAC-Mississippi/Tennessee HR Manager Brian Ross has over 20 years of experience working in human resources roles. Prior to joining APAC-Mississippi/Tennessee in 2016, he worked for various global corporations. Ross has a strong track record for handling diverse responsibilities including HR management, employee relations, training and financial advising. He earned a B.S. in psychology from Mississippi College.

Eric Phyfer is a Certified Public Accountant with both a bachelor’s and master’s degree in Accounting from Mississippi State University. He began his career in auditing before moving into manufacturing accounting in 2015, gaining a decade of experience that includes five years each at PACCAR Engine Company and Continental Tire. Throughout his career, Eric has been deeply involved in all aspects of the controlling function, bringing a strong understanding of financial operations in complex manufacturing environments.

Brian Moore is the Environmental Manager for APAC Mississippi/Tennessee and has served in this role since 2000. He began his career with the company in 1997, as the Environmental, Health and Safety Director for the APAC Southern Division. Moore graduated from Holmes Community College with his Associate of Arts degree in industrial education and from Mississippi State University where he earned a B.A. in industrial technology, management and manufacturing.

Juan Rios began working with APAC-Mississippi/Tennessee as a “Road Scholar Trainee” for three years before being promoted to Project Manager/Estimator in Tupelo, Mississippi. His career at APAC-Mississippi/Tennessee spans more than 23 years. In 2022, Rios was promoted to Memphis General Manager, putting him in charge of HMA production, milling, and construction operations in West Tennessee and East Arkansas. He is certified in Front Line Leadership, APAC’s Leadership Institute and CRH Foundations of Leadership. Rios graduated from Belhaven University with his B.S. in business management.

James Williams serves as APAC-Mississippi/Tennessee’s Engineering Manager and has been with the company for over five years. Prior to this role, Williams retired after serving 28 years with the Mississippi Department of Transportation where he held several positions including Geotechnical Engineer, State Materials Engineer, Assistant Chief Engineer of Operations and Deputy Executive Director Chief Engineer. He currently serves as chairman of the Mississippi Asphalt Pavement Association, Technical Committee and holds a Professional Engineer in Mississippi certification. Williams earned his B.S. in civil engineering from Mississippi State University.

Matt Smith is the General Manager for the West Branch. He joined APAC-Mississippi/Tennessee in 2009, starting his journey with the company as an intern before being hired full-time and serving in various roles including project manager, estimator, and area manager. Before stepping into his current role leading the West Branch, Smith also served as the General Manager for the East Branch. He is OSHA 10 and 30 certified and is an active member of both the Mississippi Asphalt Paving Association and the Mississippi Roadbuilders Association. Smith graduated from the University of Southern Mississippi with degrees in business administration and management, as well as construction engineering technologies.

Terry May serves as the Business Development Manager for APAC-Mississippi/Tennessee. He brings over three decades of experience in the asphalt paving and construction industry. May began his career with APAC as an estimator in 1992 and later became the Jackson Area Manager in 1997, eventually serving as the General Manager for the West Branch before transitioning into his current role. He earned his Bachelor of Science degree from Belhaven College.

Paul Lanford serves as Equipment Manager and has been with APAC-Mississippi/Tennessee since September 2021. Lanford began his equipment career in the parts department at John Deere in Greenville, MS. He later held positions as assistant service manager and service manager for H&E Equipment and Scott Equipment before joining APAC MS/TN. Lanford earned his Associate’s degree in Geographical Information Systems Technology in Agricultural Equipment at Mississippi Delta Community College.

Matt Glusenkamp is the East Branch Construction Operations Manager and has been with APAC-Mississippi/Tennessee for more than 23 years. He honed his skills in construction before advancing to Paving Superintendent in 2008 and General Superintendent in 2021. In 2024, Glusenkamp was promoted to his current position. His knowledge and expertise have been instrumental on various runway projects including Golden Triangle Regional Airport, Starkville Airport, Eupora Airport, Lowndes County Airport, and three separate runways at Columbus Air Force Base. Glusenkamp has also worked on numerous large commercial projects, including Steel Dynamics Incorporated, PACCAR, Yokohama Tire Plant and Yokohama Blvd., and FedEx.

Scott Flynt brings over four decades of robust knowledge in the field of construction operations to his role as the Construction Operations Manager for the West Branch. He worked for The Blain Companies for nearly 43 years before the company was acquired by APAC-Mississippi/Tennessee.

Calvin Vowell brings over 40 years of experience in the construction industry, having spent his entire career with The Blain Companies prior to its acquisition. With 25 years dedicated to estimating, Calvin plays a key role in project planning for the West branch. He holds a degree in Data Processing from Jones Community College in Ellisville, Mississippi, and is known for his precision, dedication, and deep knowledge of the field.
