811 is the national call-before-you-dig phone number.
811 is a national number established to contact notification centers to have underground facilities located prior to the start of excavation work. When you dial 811, dependent on your location, you will be directed to the appropriate 811 center for where you are. Anyone who plans to dig should contact 811 or go to their state 811 center’s website before digging to request that the approximate location of buried utilities be marked with paint or flags so that you don’t unintentionally dig into an underground utility line.
811 protects you and your community! Hitting a buried line while digging can disrupt utility service, cost money to repair, or cause serious injury or death. Always contact your 811 center, wait the required time for utilities to respond to your request, and ensure that all utilities have responded to your request before putting a shovel in the ground.

Planting a garden? Installing a fence or mailbox? You must contact 811.
When you dial 811, you will automatically be connected to an Alabama 811 contact center representative who will ask you simple questions about the location and details of your digging project. If you make your request online, you will enter the same information into a form. Either way, you will receive a ticket number and instructions for how much time utilities have to respond to your request, as well as how to confirm that all utilities have responded before you can safely dig.
Wait for the marks! Utilities will mark their buried lines on your dig site.
Utility companies should mark their facilities prior to the proposed start of the excavation date provided the proper 2-10 working day notice, not counting the day of notification, is provided. Utilities will send out locators who will come to your dig site to mark the approximate location of buried utilities with paint or flags so that you can avoid them. Each utility type corresponds to a specific color of paint or a flag — for example: gas lines are marked with yellow paint or flags.
Remember to always respect the marks and do not use mechanized equipment within the “tolerance zone” which is considered to be 18” on either side of the utility markings. Use of hand tools and carefully exposing the facilities within the tolerance zone is required if your work will require you to cross into that area.
In addition to waiting for marks, you must use the info on your ticket to confirm that ALL utilities have responded before you can dig.

You called before digging, waited for your lines to be marked, confirmed that all utilities responded to your request, and now it’s time to roll up your sleeves and get to work!
Make sure to always dig carefully around the marks, not on them. Some utility lines may be buried at a shallow depth, and an unintended shovel thrust can bring you right back to square one — facing potentially dangerous and/or costly consequences. Don’t forget that erosion or root structure growth may shift the locations of your utility lines, so remember to call again each time you are planning a digging job.

There is no fee to have your lines marked or to dial 811. Alabama 811 is a nonprofit corporation dedicated to keeping Alabama safe and connected. There is no charge for the utilities marking facilities they own and operate. If you need private facilities marked, Alabama 811 can put you in contact with someone who can mark those for you. This is not part of the free service.
It is the law in the state of Alabama to have utility lines marked before conducting mechanized digging. Alabama 811 receives notifications, or locate requests, from individuals planning to dig and transmits them to our member utility companies so that they may mark their lines and digging can commence, safely. Contacting Alabama 811 is one of the best ways to protect the public from harm, prevent utility services interruptions, and avoid costly damage.
Even if you are not using mechanized equipment, we encourage you to place a locate request to minimize any risk of damage to the facility or service outages.
Anyone planning to excavate can contact us 24 hours a day, 7 days a week by submitting an online locate request (HERE), or by calling 811.
You should submit a locate request a minimum of 2 – 10 working days, not counting the day of notification, prior to the proposed start of excavation. Online requests received after 4:30 p.m. on weekdays may be processed on the next business day.
The law designates that anyone planning to use mechanized equipment for excavation, tunneling, grading, boring, blasting, demolition, or similar work should contact Alabama 811. However, for safety’s sake, we recommend you utilize 811 services for any project in which you plan to break ground. Underground utilities can be damaged while individuals are installing mailboxes, building fences or decks, or even planting trees. Remember, even if your project is small, it’s always best to call!
You’ll need the following information handy when you contact us:
• Company Name/Name, area code, phone number, address of entity doing the work, the county, city, address, and nearest cross streets of the proposed excavation site.
• Type of work to be done.
• Date and start time digging is scheduled to begin.
• On-site contact person and phone number.
• Where on the property you want marking done.
• Specific directions to your property – landmarks, etc.
Yes, absolutely! It makes the locating process more efficient.
Alabama 811 recommends marking the area in white paint, flags, or stakes. Please, only use WHITE PAINT to pre-mark where you plan to dig — do not use any other colors as they represent the presence of underground utility lines.
Utility companies (NOT Alabama 811) mark their own lines. Alabama 811 functions as a communications link between our member utility owners/operators and individuals planning to dig on their property or work site. We electronically notify our members who are operating utility lines in the proposed digging area once we have received a locate request. Keep in mind that companies often hire locating services to mark the lines for them.
The marking guide from the American Public Works Association provides for universal use and understanding of the temporary marking of underground facilities.
Our member underground facility owners must provide positive response, or give the “all clear,” before you can begin digging. You can check the status of your request online HERE by clicking the “Find Locate Request” option. You will need your locate request number to access the system. If a facility has not responded, we suggest that you contact Alabama 811 to have a second notice sent to members to let them know it has not been marked so that they can get it marked for your safety and protection.

Utilities / Members
Alabama 811 works closely with utilities in the state of Alabama to prevent damage to underground facilities in two primary ways.
Utilities routinely contact Alabama 811, as excavators, to notify other utilities in their area of pending excavation activity. Once a utility locate request has been placed, Alabama 811 will email a copy of the request to the person who initiated the locate request and also to the person designated as an on site contact. These emails are for the records of the utility acting as an excavator and do not constitute membership with Alabama 811 for that utility.
Utilities that have completed the Alabama 811 membership process will receive notice of all pending excavation activity within the notification area previously defined and approved by that utility. This notification is for the purpose of marking facilities for proposed excavation. Alabama 811 is a non-profit organization funded and directed by its member utilities.

Damage Reporting
*** Note: This is an annual data collection report for damages and near misses for underground facility owner members only. This does not replace notifying the underground facility owner of a damage to a facility during excavation practices by the excavator. Damages during excavation activities should be reported immediately to the facility owner directly and by contacting Alabama 811 through the normal locate request process. ***
To accommodate the needs of our many members, there are several options relative to reporting damages and near misses as required under state statute.
If you are already using Common Ground Alliance’s (CGA) Damage Information Reporting Tool (DIRT) or would prefer to enter your data through this interface you can use the Alabama Virtual DIRT link. If you haven’t registered with that system yet, you can also do that via the link.
If you prefer to enter your data directly to Alabama 811 using a simplified form, use the Alabama Underground Facility Damage Reporting Tool Form.
Section 37-15-9(c) of Alabama’s Underground Damage Prevention Law requires that:
“if an event damages any pipe, cable or its protective covering, or other underground facility, or there is a significant near miss that could have resulted in damage, the operator receiving the notice shall file a report with the “One-Call Notification System”. Reports must be submitted annually to the System no later than March 31 of the prior calendar year, or more frequently at the option and sole discretion of the operator. Each report must describe, if known, the cause, nature, and location of the damage.“
