Thanks! After reading all this I've discovered that for Legend of Oasis (USA), modifying the offset 5879 from E0 to D0 in the file 0TH2.BIN activates Debug Mode (06009878 21D0). This line threw me off: "i.e. change the instruction at 0604dee to e401" but I figured out you meant 0600D4EE.
