STEP 1 Start a new image but make sure you set the backround contents to TRANSPARENT Paste your picture into the second layer

STEP 2 Image >> Adjustments >> Curves... you should get somethig close to

STEP 3 Make a fun little border... I desided to go with ... Copy and Paste it on your image... Select all around the border (with the magic wand tool) and delete the picture ( should be layer 2 ) Then in LAYER 2 make a few adjustments in Image >> Adjustments >> Color Balance You should be left with ..

STEP 4 Add some text and your done... I've used AL Charisma at 24 px
