SOPEC is a public service organization that manages opt-out governmental energy aggregation programming for its members.
As a regional council of governments under Chapter 167 of the Ohio Revised Code, SOPEC members purchase electricity as a group within Ohio’s deregulated electricity market. SOPEC is governed by a general assembly and board of directors made up of elected officials and representatives from its members.
SOPEC operates as a shared energy office that provides pooled administrative, financial, and legal services required for high-value public energy programs and projects that support sustainable communities.
With support from the Ohio USDA Rural Development State Office, SOPEC provides free solar assessments and REAP grant preparation assistance for rural small businesses and agricultural producers across the state of Ohio.
After an on-site visit from our solar assessment providers, applicants will receive a complete report with a full estimate and details about the 50% USDA REAP grant, the 30% federal solar tax credit, and other low-cost financing and grant opportunities.

The first year of this program offered through SOPEC helped Cleveland residents and small businesses save over $12 million. We are excited to continue to offer this successful cost-reduction program, while also providing access to renewable energy supply. This program has not only kept money in Clevelanders’ pockets, but it has also kept Cleveland on track with actions outlined in the Cleveland’s Clean & Equitable Energy Future and Climate Action Plans.
All I can say is, thank you SOPEC and keep up the good work! The more people recognize the importance of energy choice, the more they will understand how aggregation is the built-in check and balance to a fair and equitable energy system. How else would a consumer know what they really should pay for electricity if their local government doesn’t take a seat at the table? Let’s continue keeping the utilities on their toes and giving people a real voice.
