About us
ORBIS aims to deliver a market-fit AI-powered mature and cost-effective solution that integrates constellations of satellites with autonomous unmanned aerial vehicles (UAVs) to achieve advanced secure real-time surveillance and fast search and rescue over vast maritime areas where illegal migrant activity could take place. To achieve that, ORBIS’ SMEs will collaborate closely to go beyond the current boundaries of knowledge and technology by: (i) integrating Synthetic Aperture Radar (SAR) satellites, optical Very High Resolution (VHR) satellites, and thermal infrared sources to achieve a continuous, high-accuracy monitoring system; (ii) leveraging advanced autonomous cost-effective UAVs and push their limits in terms of autonomy and sensing to support maritime border management applications, able to deal with extreme and diverse weather and sea conditions; (iii) exploiting cutting-edge Machine Learning (ML) models to anticipate potential threats in high-risk zones and optimise the surveillance UAV flight plans, making the most out of available flight time and sea area coverage; and (iv) fusing effectively the massive multi-modal data gathered during operation and train distributed ML models for real-time decision making that will ensure faster search and rescue of migration incidents. ORBIS will address early on key market, regulatory, ethical and security requirements towards accelerating access to the civil security market, while engaging with other EU SMEs and key market actors, following a clear innovation management strategy. Finally, ORBIS will document best practices and lessons learnt in clear replicable steps, acting as a successful case study that paves the way for others small innovators to in their go-to-market strategy. Regulatory and policy recommendations will also be elaborated as signposts for facilitating access to the civil security market, aligned with EU security policy priorities.

🚤 Why detecting small vessels at sea remains a major challenge Maritime monitoring is a complex task and detecting small or low-signature vessels is one of its most persistent challenges. These vessels are often: 🔹 Difficult to detect with conventional radar systems 🔹 Operating without AIS or other tracking signals 🔹 Moving in areas with limited surveillance coverage 🔹 Affected by sea conditions that reduce visibility and detection accuracy At the same time, vast maritime areas, changing weather conditions, and fragmented data sources make continuous monitoring even more demanding. 👉 This highlights a key need: improving how information is collected, combined, and interpreted to support timely and informed decision-making at sea. 🛰️ How satellite data supports maritime situational awareness Satellite data plays a key role in enhancing how we monitor and understand activities at sea. By combining optical and Synthetic Aperture Radar (SAR) imagery, satellites enable continuous observation of maritime environments — even in challenging conditions such as darkness, cloud cover, or rough weather. This supports: 🔹 Wide-area monitoring of maritime zones, beyond the limits of traditional surveillance assets 🔹 Detection of vessels and anomalous behaviour, including non-cooperative or “dark” targets 🔹 Improved situational awareness through near real-time data 🔹 Support to search and rescue (SAR) operations by providing timely and accurate information Satellite data becomes even more powerful when integrated with other technologies, such as UAVs and AI-driven analytics, enabling more informed and proactive decision-making. 🌟 High-impact migration routes in the Mediterranean The Mediterranean remains a major maritime migration corridor, with nearly 160,000 sea arrivals to Europe in 2025. By February 2026, over 6,000 additional entries were recorded across the Central, Eastern, and Western routes. 🔹 Central Mediterranean Route: The longest and often most dangerous route, linking North Africa to Italy and Malta. It continues to record the highest number of fatalities and saw nearly 36,700 crossings in the first seven months of 2025 🔹 Western Mediterranean Route: Crossings toward Spain, including the Atlantic route to the Canary Islands. Approximately 8,500 crossings were recorded in the same period — an 11% increase year-on-year. 🔹 Eastern Mediterranean Route: Movements from Türkiye toward Greece and Cyprus, via land and sea crossings. While this route saw a 16% decrease in crossings, new dynamics are emerging. These figures illustrate a key reality: migration flows do not disappear — they shift geographically in response to geopolitical developments, enforcement patterns, and smuggling networks. 👉 Understanding these evolving trends is essential for informed policy discussions, maritime surveillance planning, and search and rescue preparedness.
