🚨 Incident Response in Moscow Oblast, Russia 🚨 On December 16, 2025, at 8:32 a.m. EST, the Global Internet Forum to Counter Terrorism (GIFCT) activated its Perpetrator Content Incident (PCI) in response to a violent extremist attack in Moscow Oblast, Russia. The activation was prompted by the presence of perpetrator-produced content directly related to the event and widely available online. Through PCI activation, relevant content is now added to our hash-sharing database, enabling GIFCT member platforms to act swiftly in accordance with their policies. The PCI was concluded at 4:06 p.m. EST on December 17, 2025.
