  • This week in global logistics: CAPE’s first-week filing outcomes and upcoming IEEPA refund timelines; a new Section 232 exclusion for products with 0% metal content; a seasonal demand surge on the TPEB; ongoing capacity reductions on the FEWB and TAWB; and elevated rates on some ex-Asia air routes. 📌 CAPE’s First-Week Filing Outcomes: As of April 26, only 63% of CAPE declarations have passed initial file validation—and of the 13.3 million entries on those validated declarations, nearly 16% were then rejected after failing entry-specific validations. Meanwhile, entries filed by Flexport have seen a much lower CAPE rejection rate of 2.6%. 🗓️ Refund Timelines: Per an April 28 update, CBP anticipates issuing its first IEEPA refund on or around May 11, 2026. CBP indicated that about 21% of total entries have been accepted for the removal of IEEPA duties through CAPE, and roughly 3% have been liquidated and are in the refund stage of the process. Refunds will be issued via ACH direct deposit. ⚙️ New Section 232 Exclusion for Products with 0% Metal Content: The Department of Commerce has created a new exclusion exempting goods in Chapters 72, 73, 74, and 76 that contain 0% steel, aluminum, or copper from Section 232 duties. This exclusion applies retroactively to April 6, 2026, when the modified steel, aluminum, and copper tariffs took effect. 🚢 Ocean Freight Trends: • A seasonal demand surge on the TPEB ahead of the May holiday season, along with certain space- and origin-specific bottlenecks • A 9% blank sailing rate on the FEWB until May 24, and an ongoing 10-15% capacity reduction on the TAWB • Continued bunker surcharges on the TPEB ✈️ Air Freight Trends: • Elevated rates on some ex-Asia routes, driven by upcoming holidays and volatile fuel costs • An ongoing decline in ex-Vietnam demand, with a further drop expected in the near term due to the upcoming long holiday  Read the full newsletter and subscribe for future updates: https://flx.to/043026-LI #supplychain #logistics #freightmarket #freightindustry #oceanfreight #oceancargo #oceanshipping #airfreight #aircargo #airshipping #trucking #intermodal #railfreight

  • With CAPE now live, audit readiness is a top priority for importers. When reviewing an entry, CBP auditors first conduct a “smell test”: do your documents tell a consistent story?
