In practice, it is far more concrete: recognising patterns early, separating signal from noise, and connecting issues that are being managed in silos. Women held 3.5% of UAE board seats in 2020. By January 2026, that figure stands at 15%. That trajectory is captured in the third GCC Board Gender Index Report, led by Professor Dame Heather McGregor at Heriot-Watt University, Dubai Campus, in partnership with Aurora50. The report tracks women's representation across all 759 publicly listed companies on GCC stock exchanges. It is the only index to do so. Across the wider GCC, women now hold 7% of board positions. While the progress is real, it is also uneven, ranging from 15% in the UAE to 2.9% in Saudi Arabia. The sector picture is equally varied.
