ILO Integrity Hotline

The ILO Integrity Hotline provides a safe, confidential and independent way to report allegations of misconduct at the ILO, by staff, partners or suppliers.

What is the Integrity Hotline? 

  • The Integrity Hotline provides a safe, independent and confidential way for anyone to report concerns or suspicions of misconduct (violations of ILO rules and regulations) and/or unethical behaviour (violations of ILO’s code of Ethics and the ICSC Standards of Conduct) involving the ILO, its staff or the personnel of its partners and contractors. The integrity hotline is not an emergency or advisory service.
  • The Integrity Hotline is managed by a specialized service contracted by ILO, which is contractually bound not to share your personal details with the ILO without your permission.  

What should I report to the Integrity Hotline?  

  • Fraudulent and other Proscribed Practices including but not limited to, fraud or attempted fraud, bribery or corruption, procurement fraud, theft and embezzlement, entitlement fraud, misuse of resources, forgery or false accounting. 
  • Sexual exploitation and abuse. Prevention and response to sexual exploitation and abuse at the ILO | International Labour Organization 
  • Retaliation for having officially reported misconduct or cooperated with an audit/investigation. ILO's Ethics office | International Labour Organization 
  • Mistreatment of domestic workers by ILO staff.   
  • Any other form of misconduct including but not limited to, perceived or actual conflicts of interest, undeclared outside activities, irregularities in recruitment processes, unacceptable behaviours such as abuse of authority, insubordination, violent threats or (actual or threatened) physical assault 

What should I not report to the Integrity Hotline? 

  • The Integrity Hotline should not be used for allegations of harassment or sexual harassment, workplace-related conflicts and grievances; personnel grievances arising from administrative decisions affecting the terms and conditions of appointment of a staff member; performance issues and performance-related disagreements. How should I report my concern on the Integrity Hotline? 

If you witness or suspect a situation of misconduct, or if you feel being a victim of abuse of authority, assault, including sexual violence or threat, you should report it immediately. 

You should not conduct your own investigations. 

Using the Integrity Hotline, you should submit a report providing as much information and evidence as possible: 

  • What alleged wrongdoing are you reporting? 
  • Describe in detail what happened. 
  • Who committed the alleged wrongdoing? Was anyone else involved? Provide full names and titles if possible. 
  • When and where did it happen? Indicate location, dates and times, if possible. 
  • How did the individual commit the alleged wrongdoing? 
  • Why do you believe the activity was improper? 

You can report in any language. Your report can be anonymous or you can choose to provide your contact information. Providing contact details will allow investigators to communicate with you and ask for additional information if needed. If you wish to remain anonymous, you can include a valid email address in the Anonymous Email Address field. This email address will be used only to send you notifications when the IAO posts a new message to you on the Integrity Hotline.  

How will my report be processed? 

  • Reports made to the Integrity Hotline are reviewed by ILO’s Office of Internal Audit and Oversight (IAO) Office of Internal Audit and Oversight | International Labour Organization 
  • The IAO will assess and corroborate all allegations received and may decide to initiate investigations. If the report falls outside the mandate of the IAO, the IAO may confidentially refer the report to the relevant ILO office.   

Our ethical standards and values 

At ILO, we are strongly committed to maintaining the highest standards of integrity and ethical conduct. ILO officials are called to uphold the principles of the international civil service and the values of the ILO. 

  • We are committed to protecting staff members who report misconduct in good faith or cooperate with duly authorized audits or investigations (protected activities) from any form of retaliation. Other forms of retaliation not linked to such protected activities but entailing a treatment incompatible with the terms of employment may be reported as misconduct allegations. 
  • The transmittal of knowingly false information by ILO staff members constitutes misconduct, for which an investigation may be undertaken following which disciplinary measures may be imposed.
