            <title>Pasadena police release video of officer shooting inside department parking garage</title>
            <content:encoded>&lt;p&gt;Pasadena police have released video showing an officer shooting another officer inside the department’s own parking garage after what the chief described as horseplay involving loaded guns.&lt;/p&gt;&lt;p&gt;The shooting happened Sept. 7, 2025, inside the Pasadena Police Department parking garage on Ramona Street, before the night shift had started.&lt;/p&gt;&lt;p&gt;In the video, two officers are seen near the back of an SUV. One officer pulls out his handgun in a quick-draw motion and points it toward another officer sitting behind the wheel of a patrol car. He then puts the gun away.&lt;/p&gt;&lt;p&gt;Seconds later, the camera jolts. Police said the officer inside the patrol car had drawn his own gun while sitting in the driver’s seat. The gun fired through the windshield and struck the other officer in the left shoulder.&lt;/p&gt;&lt;p&gt;The injured officer survived. The video was not released to the public for more than nine months.&lt;/p&gt;&lt;p&gt;California law generally requires law enforcement agencies to release critical incident video within 45 days. Pasadena Police Chief Gene Harris said the delay was necessary while investigators reviewed the case.&lt;/p&gt;&lt;p&gt;"This delay was necessary to protect the integrity of the investigation and allow investigators to complete essential investigative steps," Harris said.&lt;/p&gt;&lt;p&gt;The department said its administrative investigation is now complete and discipline has been issued. The city identified the officer who fired the shot as Roy Alatorre and said he is no longer employed by the city.&lt;/p&gt;&lt;p&gt;"Horseplay and/or failure to adhere to safety rules and standards of professional conduct will not be tolerated," Harris said. "This regretful conduct is not consistent with the expectations and service commitments of this department."&lt;/p&gt;&lt;p&gt;Pasadena Mayor Victor Gordo called the officers’ conduct "extremely unacceptable behavior" in a phone interview with FOX 11.&lt;/p&gt;&lt;p&gt;Gordo said he supports the way Harris handled the case, including the decision to delay the release of the video while the investigation was underway.&lt;/p&gt;&lt;p&gt;The Los Angeles County District Attorney’s Office is still reviewing the shooting. Prosecutors have not announced whether any criminal charges will be filed.&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;A sea of green, white and red took over Downtown Los Angeles Thursday for Day 1 of the World Cup.&lt;/p&gt;&lt;p&gt;"Just being out here in the community and watching the World Cup, we all love soccer, and just to be around people who love the sport of soccer," said Nick Navaro.&lt;/p&gt;&lt;p&gt;He brought his family to LA Plaza de Cultura y Artes, which has been transformed into "Casa Mexico" for the World Cup.&lt;/p&gt;&lt;p&gt;The Navaros were elated to watch Mexico defeat South Africa and inspire the next generation of athletes.&lt;/p&gt;&lt;p&gt;"It's actually our life. They all play club soccer. We play soccer all day, every day, all week," said Navaro, referring to his kids.&lt;/p&gt;&lt;p&gt;People of all ages brought the passion and the appetite to Casa Mexico, where fans got a taste of victory and traditional Mexican food.&lt;/p&gt;&lt;p&gt;Beyond the food, there was plenty of celebration, both for Mexico and for the chance to see matches that happen only once every four years.&lt;/p&gt;&lt;p&gt;"When else do we have the opportunity to travel to get as close as possible to a game? So it's really exciting this year that it's happening," a fan cheering on Mexico told FOX 11.&lt;/p&gt;&lt;p&gt;Several fans said they plan to return to downtown LA next week when Mexico plays South Korea.&lt;/p&gt;</content:encoded>

Participating hospitals include Children's Hospital Los Angeles, MemorialCare Miller Children's &amp; Women's Hospital Long Beach, Rady Children's Health Orange County, and UC Irvine Health Children's Hospital.&lt;/p&gt;&lt;p&gt;The final artwork for the license plate has not yet been finalized or released to the public. &lt;/p&gt;&lt;p&gt;The exact timeline for how long the DMV’s formal review process will take is unknown.&lt;/p&gt;&lt;p&gt;Ma noted that the office has received "tremendous interest" for the project.&lt;/p&gt;&lt;p&gt;According to Ma, "This interest list helps us understand how many people are interested in supporting the State Treasurer’s Office, Disneyland® Resort, and California’s children’s hospitals through this program."&lt;/p&gt;&lt;p&gt;Ma further emphasized the impact of the initiative, stating, "This program is being designed in collaboration with our partners to support essential but uncompensated healthcare services and programs, such as certain personnel and clinical education costs as well as patient- and family-centered support services that support children’s care, recovery, and well-being."&lt;/p&gt;&lt;p&gt;Now that the preorder milestone has been reached, the application sits with the DMV for formal review.&lt;/p&gt;&lt;p&gt;Once the design is officially approved, the state will open formal presales.&lt;/p&gt;&lt;p&gt;Drivers who want to showcase their Disney spirit while supporting pediatric medicine can still add their names to the ongoing interest list by visiting the &lt;a href="https://www.treasurer.ca.gov/chffa/plates" target="_blank" rel="noopener"&gt;California State Treasurer’s official website.&lt;/a&gt;&lt;/p&gt;</content:encoded>

            <content:encoded>&lt;p&gt;Ex-NFL player Henry Ruggs III was denied parole nearly five years after killing a woman in a car crash in Las Vegas, the Nevada Board of Parole Commissioners ruled Thursday.&lt;/p&gt;&lt;p&gt;Ruggs, a former first-round draft pick and &lt;a href="https://www.espn.com/nfl/team/_/name/lv/las-vegas-raiders"&gt;Raiders&lt;/a&gt; wide receiver, drove his sports car at speeds up to 156 mph in the city on Nov. 2, 2021, slamming into a vehicle that killed driver Tina Tintor and her dog, Max. Tintor was 23.&lt;/p&gt;&lt;p&gt;Prosecutors at the time said his blood-alcohol level taken within the required two hours after the crash was 0.16%. Before the crash, he was at TopGolf, a sports entertainment venue in Las Vegas, according to prosecutors.&lt;/p&gt;&lt;p&gt;Ruggs pleaded guilty in May 2023 to felony DUI causing death and misdemeanor vehicular manslaughter.             <content:encoded>&lt;p&gt;Prosecutors in the federal trial of the man accused of sparking last year’s deadly Palisades Fire laid out a narrative for jurors Wednesday of a premeditated arsonist who tried to cover his tracks, while his attorneys offered an alternate story of a man who tried his best to stop the blaze.&lt;/p&gt;&lt;p&gt;Attorneys presented opening statements in the trial of Jonathan Rinderknecht, who has pleaded not guilty to starting what became one of the most destructive wildfires in California history. Whether prosecutors can prove to jurors that Rinderknecht, 29, started a fire in Los Angeles on Jan. 1, 2025, and that it then turned into the Palisades Fire will be at the center of the trial.&lt;/p&gt;&lt;p&gt;Prosecutors say the Jan. 1 fire burned undetected deep in root systems before flaring back up on Jan. 7. Assistant U.S. Attorney Matt O’Brien told jurors that security camera footage shows where and when the fire ignited atop a hill, and investigators were able to place Rinderknecht nearby because he called 911 for help 16 times in quick succession on the evening of Jan. 1.&lt;/p&gt;&lt;p&gt;O’Brien said that Rinderknecht was the only person there that evening. He said that after firefighters arrived, Rinderknecht followed them up the hill to take videos of them putting out the blaze. Investigators later seized a barbecue lighter from his car that he admitted to having with him on the trail.&lt;/p&gt;&lt;p&gt;Defense attorney Steve Haney said Rinderknecht was on the hilltop near the fire’s ignition that night, but only to watch the fireworks after dropping off Uber passengers nearby. Haney said multiple witnesses as well as first responders will testify that they heard fireworks in the area around the time the fire ignited.&lt;/p&gt;&lt;p&gt;"When all the evidence is in, there will be one thing missing: proof that Jonathan Rinderknecht started that fire on Jan. 1," Haney told jurors.&lt;/p&gt;&lt;p&gt;The Palisades Fire ultimately killed 12 people and destroyed thousands of homes as it incinerated hillside neighborhoods in Pacific Palisades and the city of Malibu. Rinderknecht faces at least five years in prison if convicted of charges that also include malicious destruction by means of a fire.&lt;/p&gt;&lt;p&gt;O’Brien, in his opening, painted a picture for the jury of a troubled young man who was lonely and angry at the world after a recent breakup.&lt;/p&gt;&lt;p&gt;"He wanted revenge — revenge against society because he blamed society for all his troubles," he said.&lt;/p&gt;&lt;p&gt;O’Brien also showed jurors a prompt that Rinderknecht had entered into ChatGPT six months earlier. "So on the far left, we’re going to have a burning forest and then you have a bunch of people running away from that," the prompt began.&lt;/p&gt;&lt;p&gt;Haney reminded jurors it didn’t matter if they liked his client or "approve of the way Jonathan uses his computer." He said Rinderknecht’s behavior after the fire, from calling 911 to cooperating with investigators, demonstrated his innocence.&lt;/p&gt;&lt;p&gt;Haney played an audio recording of Rinderknecht’s conversation with a 911 operator during which he reported a fire in the Pacific Palisades.&lt;/p&gt;&lt;p&gt;When federal investigators knocked on Rinderknecht’s door, he didn’t hide or refuse to answer, Haney said. Rinderknecht even agreed to drive back to the Palisades to help investigators pinpoint the start of the fire.&lt;/p&gt;&lt;p&gt;"It’s the voice and actions of a man who was trying to stop the fire," Haney said.&lt;/p&gt;&lt;p&gt;Leading up to the trial, Haney has argued that Rinderknecht is being made as a scapegoat for the Los Angeles Fire Department’s failure to fully extinguish the Jan. 1 blaze.&lt;/p&gt;&lt;p&gt;Judge Anne Hwang has ruled that the defense can’t introduce evidence or arguments about alleged negligence by the Fire Department, saying it was irrelevant and could confuse the jury. Awesome," said an onlooker.&lt;/p&gt;&lt;p&gt;"They're the biggest ones we've ever seen in person. And there's crazy people out there, like body surfing," another shared.&lt;/p&gt;&lt;p&gt;"There's some big waves. The boys that are out there are brave, and they're not boys. If they're out there, they're men. This is some serious stuff.             <content:encoded>&lt;p&gt;After years of helping shape the sound of K-pop behind the scenes, EL CAPITXN is opening up to tell his own story.&lt;/p&gt;&lt;p&gt;The producer-turned-artist recently released his debut solo single, "Breaking Through," featuring TOMORROW X TOGETHER's Taehyun and singer-songwriter Jeremy Zucker. The deep personal track reflects on his journey through loss, identity, and self-discovery.&lt;/p&gt;&lt;p&gt;"There is a message of wanting to break through the wall," EL CAPITXN said. "It stems from survival and what I had to do in order to break through here. I think the song could be the beginning of chapter two for myself."&lt;/p&gt;&lt;p&gt;For EL CAPITXN, whose real name is Jang Yi-jeong, understanding the meaning behind "Breaking Through" means understanding the journey that led to it. Before becoming a producer, he was known as the main vocalist of the K-pop group HISTORY. But after unexpectedly losing his voice, he found himself questioning everything.&lt;/p&gt;&lt;p&gt;"I felt like I lost my purpose," he said. "I felt like I really lost my reason to live."&lt;/p&gt;&lt;p&gt;The experience affected far more than his career.&lt;/p&gt;&lt;p&gt;"Once the reason I wanted to live went away, I changed so much as a person. My identity changed so much. I really started to despise people. I even started to despise myself. There were so many experiences that accumulated during that process."&lt;/p&gt;&lt;p&gt;He said those feelings continue to affect him today.&lt;/p&gt;&lt;p&gt;"I still live in that. I don't love seeing myself like this. Sometimes I think maybe I do want to find joy in other people and find happiness being around others. But right now, I still feel tortured by all of these things."&lt;/p&gt;&lt;p&gt;After losing his voice, EL CAPITXN transitioned into producing, spending the last couple of years helping other artists bring their stories to life. While the work brought him success, it also forced him to adjust to a completely different role in the music industry.&lt;/p&gt;&lt;p&gt;"Producing for other people, it's really completely flipped. You're no longer the main character," EL CAPITXN explained. "Now I'm in the supporting crew member role for other artists."&lt;/p&gt;&lt;p&gt;Even though that experience gave him a deeper appreciation for the people working behind the scenes to help artists succeed, EL CAPITXN admitted he still wanted to be in the spotlight. That desire ultimately became the foundation of "Breaking Through."&lt;/p&gt;&lt;p&gt;"When you listen to 'Breaking Through' really casually, I think it could feel really peaceful," he said. "However, for me, there's a darker meaning behind it. It alludes to the walls that I was put up against."&lt;/p&gt;&lt;p&gt;One lyric, in particular, stands out to him.&lt;/p&gt;&lt;p&gt;"There's a part where it repeats 'only you.' I know some may consider it common or cliché. But that's why it's more important. Those words, 'only you,' are what kept me going. It is what gave me the power to break through."&lt;/p&gt;&lt;p&gt;The single is also the first glimpse into a larger story EL CAPITXN plans to tell through his upcoming album later this year.&lt;/p&gt;&lt;p&gt;"I think it'll be viewed as something quite different [from] the producer EL CAPITXN – folks are used to and have seen," he said. "I really shoved and pushed a lot of myself and a lot of my life into this. It will have dark moments. It can even be a bit dangerous. But I don't plan on avoiding any of those things. I really want to put everything into this."&lt;/p&gt;&lt;p&gt;Despite stepping into the spotlight once again, EL CAPITXN says he's still in the process of figuring out exactly who he is as an artist.&lt;/p&gt;&lt;p&gt;"I'm in the process of that right now," he said. "It feels like I'm searching for something really deep in the blue ocean, but I don't know quite what I'm looking for."&lt;/p&gt;&lt;p&gt;Earlier this year, EL CAPITXN completed his first U.S. tour, "WHO KILLED EL?," blending live performances, DJing, and storytelling as he introduced fans to this new chapter of his career.             <content:encoded>&lt;p&gt;New surveillance video is putting fresh pressure on Southern California Edison as victims and insurers push to hold the utility financially responsible for the deadly Eaton Fire.&lt;/p&gt;&lt;p&gt;The fire, which broke out Jan. 7, 2025, killed 19 people and destroyed about 9,000 structures.&lt;/p&gt;&lt;p&gt;Attorneys for victims say video from the Gerrish Swim and Tennis Club in Pasadena shows two bright flashes, described as electrical arcing, near the base of a Southern California Edison transmission tower at 6:11 p.m. that night.&lt;/p&gt;&lt;p&gt;At that same moment, according to attorneys, Edison’s own records showed two electrical faults on a separate line more than 5 miles away. Seconds later, cellphone video from people nearby showed flames at the base of the same tower.&lt;/p&gt;&lt;p&gt;"Southern California Edison is responsible for starting a fire that killed 19 people and burned down 9,000 structures," said Paul Starita, an attorney for the Gerrish Swim and Tennis Club. "It is clearly their responsibility, and they need to make it right."&lt;/p&gt;&lt;p&gt;The tower held a transmission line that Edison had not used since 1971, according to attorneys for the victims. They argue that the line should have been removed.&lt;/p&gt;&lt;p&gt;Their theory is that electricity from active power lines jumped to the idle line through induction. Edison has said that is possible, but the company has not accepted responsibility for starting the fire.&lt;/p&gt;&lt;p&gt;"Right now, something that we’ve said publicly is that there is a possibility that our footprint was involved in the start of the fire," said Kathleen Dunleavy, a Southern California Edison spokesperson.&lt;/p&gt;&lt;p&gt;Dunleavy told FOX 11 that the utility’s internal investigation is still underway, and the video is one piece of a larger review.&lt;/p&gt;&lt;p&gt;"As with all evidence in an ongoing investigation, these things are part of the broader analysis," Dunleavy said. "Southern California Edison takes these matters very seriously."&lt;/p&gt;&lt;p&gt;Insurers are now asking a judge to hold Edison financially liable before the case goes to trial. Starita said the victims are still waiting for answers and relief.&lt;/p&gt;&lt;p&gt;"They want to be made whole," Starita said. "The civil justice system is a poor substitute. We do our best. We represent our clients. We try to restore them. We meet them on the worst day of their lives. And they just want to get on with their lives."&lt;/p&gt;&lt;p&gt;Starita said delaying the case only adds to what victims have already endured.&lt;/p&gt;&lt;p&gt;"The more that you drag this out, the more that it just adds insult to their injury," he said.&lt;/p&gt;&lt;p&gt;The Los Angeles County District Attorney’s Office is also reviewing whether Edison could face criminal exposure tied to the fire. No criminal charges have been filed.&lt;/p&gt;&lt;p&gt;The company has placed more than $650 million in settlement offers on the table, according to attorneys, but those offers would require victims to give up their right to sue. Attorneys say most victims have not accepted the offer.&lt;/p&gt;&lt;p&gt;A hearing is set for Aug. 11. The civil case involving insurers is currently scheduled to go to trial in January 2027 unless a judge rules on liability before then.&lt;/p&gt;</content:encoded>

People were warned to stay out of the water.&lt;/p&gt;&lt;p&gt;Still, experienced surfers could not resist hitting the waves.&lt;/p&gt;&lt;p&gt;"It's coming in big, and it's exploding on the beach like The Wedge does, but it's a spectacle. There's people everywhere. There's cars everywhere," Andre Botha said.&lt;/p&gt;&lt;p&gt;Botha has been a professional surfer for decades. He flew in from Hawaii ahead of the massive swell that is causing the high surf.&lt;/p&gt;&lt;p&gt;"You can feel the energy when you're in the water, and everyone's excited. Everyone's talking about the waves, and some guys are sitting farther out. There are some guys sitting on the inside," Botha said.&lt;/p&gt;&lt;p&gt;Hundreds of people gathered along the shore in Newport to watch the huge waves. Most heeded the warning from officials to stay out of the water.&lt;/p&gt;</content:encoded>

Becerra was projected to advance on June 5.&lt;/p&gt;&lt;p&gt;Tom Steyer was eliminated in the Nov. ballot after finishing third in the race.&lt;/p&gt;&lt;p&gt;Becerra, the former U.S. Secretary of Health and Human Services and former California Attorney General, emerged from a crowded Democratic field to secure a place in the general election.&lt;/p&gt;&lt;p&gt;Hilton, a political commentator and former FOX News host, became the lone Republican to advance through California's top-two primary system.&lt;/p&gt;&lt;p&gt;The matchup sets up a Democrat-versus-Republican contest in November as voters choose a successor to term-limited Gov.             <content:encoded>&lt;p&gt;A man is in handcuffs, but not before leading a dramatic police chase that ended in a shootout near Boyle Heights.&lt;/p&gt;&lt;p&gt;SkyFOX was over the scene as the suspect led the Los Angeles Police Department on a chase on Tuesday, June 9.&lt;/p&gt;&lt;p&gt;Over the course of the chase, the suspect drove through parts of South Los Angeles before crashing the pickup truck near Boyle Heights.&lt;/p&gt;&lt;p&gt;The suspect ditched the Toyota pickup truck and tried to run away from the cops while waving a gun. While on the run, the suspect allegedly shot an officer in the chest before a shot was fired back. &lt;/p&gt;&lt;p&gt;The suspect collapsed to the ground and was taken to the hospital. He is believed to be in critical condition, LAPD said on Tuesday.&lt;/p&gt;&lt;p&gt;The police officer was wearing a ballistic vest when he got shot in the chest, saving his life, LAPD Chief Jim McDonnell said.&lt;/p&gt;&lt;p&gt;Officials did not say if the suspect was wanted for other crimes.&lt;/p&gt;</content:encoded>
