FBI investigating tribal behavioral health provider with alleged ties to CEO who ran suspended clinic

Barbs between Arizona’s attorney general and a Republican lawmaker reveal an FBI investigation into a behavioral health provider.

The new details come as the fallout from a massive $2.8 billion Medicaid fraud scheme has apparently evolved. Internal emails provided by Attorney General Kris Mayes expose a familiar face to FOX 10 Investigates.

A behavioral health provider on tribal land called "Sacred Circles of Healing and Wellness" is now the target of a criminal probe. But this isn't the first go-around for the man who the attorney general's office says is linked to this business. His former counseling facility and unlicensed treatment center were already investigated by the state's Medicaid agency, the Department of Health Services, and the feds just three years ago.

His name is Denis Artiles. Since February 2023, AHCCCS suspended Artiles’ provider, NewFound Hope, over credible allegations of fraud – including excessive billing.

FOX 10 first uncovered how patients were consistently transported between a decommissioned Ramada hotel and Newfound Hope’s Tempe detox center, according to the Department of Health. State officials called the hotel operation an unlicensed outpatient treatment center. Financial records obtained from AHCCCS revealed Newfound Hope made nearly $13 million before being cut off.

After reaching a settlement with the state, Newfound Hope surrendered two licenses and by February 2024, dozens of predominantly Native American clients had to leave the former hotel. Two years later, Republican State Senator Carine Werner has announced that she has evidence of continued Medicaid fraud, she says she learned about through whistleblower complaints.

"I had a meeting with both the AG, the inspector general and AHCCCS director and there was documentation given and then the AG said they would be the conduit and provide it to the FBI," Werner said during a press conference on May 18.

This statement was made just days after Werner blasted Attorney General Kris Mayes in a press release for failing to "secure aggressive prosecutions and asset seizures" necessary to stop repeat offenders. Mayes responded swiftly by calling the state senator a "liar," showing this internal email from her special agent to Werner.

"She said she had received whistleblower complaints about potential fraud occurring. My team thanked her, took the information and immediately checked with the FBI. They already had an open investigation into the individuals and entities Ms. Werner had received the tip on," Mayes said during a press conference on May 14.

In an email obtained by FOX 10, Special Agent Daniel Miller with the attorney general’s office specifically cites an LLC called Sacred Circles of Health & Wellness. He writes to Werner, "As we discussed, there are overlapping cases regarding all those involved – especially Denis Artiles."

Despite redactions, the message confirms the FBI was investigating Artiles in February 2023, and reveals a new complaint referred for a criminal probe just this May. Because of those redactions, it is not exactly known what the feds are investigating, and Artiles has never been formally charged, but State Senator Werner sent a warning letter to the U.S. Attorney’s office.

She claims Artiles, who ran the now-suspended "Newfound Hope," has popped back up with a new entity on tribal land. Werner alleges Native Americans are currently being recruited from the Hopi reservation, loaded into vans, and driven to a counseling facility in Tuba City, according to whistleblower sources.

"There are people that were bad actors before that realized they could find a native to be the front man and move operations to native land because there isn't a license that's needed there," Werner said.

The attorney general special agent’s email also points to "new evidence," naming a "C. Chatter" as an owner and operator. A check of the Arizona Corporation Commission, which officially lists the LLC as "Sacred Circles of Healing & Wellness," shows Coleen Chatter as the CEO of the Tuba City provider on the Navajo Nation.

"And they promise that they’ll have a roof over their head, they’ll have food, clothing, hygiene, helping them get better…" Chatter said to FOX 10 in an interview done in 2023.

At the time, she was an advocate for vulnerable and missing Native Americans who sought help for addiction. She explained the ongoing sober living crisis.

"We get a phone call from a family saying, ‘My relative is missing, can you help us?’ We’ll do our research, and we’ll gather our paperwork, and we’ll go and look and locate that individual," Chatter said.

Chatter worked with Reva Stewart, who started the initiative known as "Stolen People, Stolen Benefits" to find tribal members who could be victims of the sober living scheme.

"The last contact we had with each other was July of 2023 when she had sent us a message that she was stepping back from Stolen People, Stolen Benefits because of her health," Stewart said.

Attempts were made to reach Chatter for a comment, but she did not respond. The attorney representing Artiles and Newfound Hope was also contacted. He had nothing to say about the FBI’s probe.

And while it is known federal agents are looking into this Tuba City facility, specific allegations remain unknown. As is standard practice, the FBI will neither confirm nor deny an ongoing investigation. But AHCCCS records obtained show "Sacred Circles of Healing & Wellness" has been paid $293,999.41 since its start date in December 2025.

A spokesperson with AHCCCS says they can’t comment on potential or ongoing investigations. But in response to how Artiles – the CEO of a suspended provider – has allegedly emerged with a new entity, AHCCCS released the below statement:

"AHCCCS does not comment on potential or ongoing investigations. Questions regarding statements attributed to the Office of Attorney General Kris Mayes or the FBI should be directed to those respective agencies. AHCCCS conducts thorough investigations of potential provider fraud, waste, and abuse while adhering to all federal, state, and contractual requirements.

AHCCCS cannot discuss specific entities, individuals, or potential investigative activities. However, providers have an affirmative obligation to disclose owners and key leadership positions as a prerequisite to registration with AHCCCS as a participating provider. When AHCCCS identifies the existence of undisclosed personnel operating in positions that were required to have been disclosed, the agency will investigate and take appropriate action consistent with state and federal requirements.

Sacred Circles of Healing is enrolled as an AHCCCS behavioral health outpatient clinic and is operating on tribal land. Due to tribal sovereignty, the state is prohibited from requiring Arizona Department of Health Services licensure for tribal providers operating on tribal lands.

These providers operate under a distinct regulatory framework and must meet all applicable federal, tribal, and AHCCCS program requirements to participate in Medicaid and bill AHCCCS. To enroll, tribal facilities and practitioners complete the standard AHCCCS registration and credentialing process, which includes verification of qualifications, compliance with federal Medicaid rules, and adherence to AHCCCS policies and program integrity standards.
In place of state licensure, AHCCCS recognizes appropriate tribal or federal credentials, certifications, or other forms of authorization issued by a tribal authority or the Indian Health Service (IHS), where applicable. Once enrolled, these providers must meet the same billing, documentation, and quality standards as all AHCCCS providers. AHCCCS maintains oversight to ensure that all participating providers, regardless of location, deliver services consistent with Medicaid requirements."

Due to tribal sovereignty, the state is prohibited from requiring a Department of Health license for tribal providers operating on tribal lands. In place of state licensing, AHCCCS recognizes tribal or federal credentials or other forms authorized by a tribal authority or the Indian Health Service.

Mesa flight school landing fees spark FAA dispute, federal lawsuit

The battle over the skies above Mesa is heating up as residents continue to voice concerns about the constant hum of flight school training loops coming from Falcon Field. But an attempt to curb the traffic with new landing fees has sparked a federal lawsuit, and now the Federal Aviation Administration is urging the city to hold off.

Mesa residents like Kristi Murphy say their daily lives are being disrupted by constant touch-and-go flights from nearby Falcon Field.

"Over the last 18 months or so, it has gotten unbearable," Murphy said. "We set up a really nice area in the backyard, we have family over on Sundays, and we couldn’t even watch one game outside. I take care of my grandkids frequently, and they’re one and three, and they can’t sleep."

Other neighbors, like Gus Palmisano, are pointing to a 2023 Environmental Protection Agency ruling that found lead emissions from piston-engine aircrafts endanger public health.

"It’s already been determined from the EPA that this is a problem when you have repetitive, industrial-scale training going on at an airport with the same loops, over the same homes, over the same schools, over and over again," Palmisano said.

Earth Justice ranked Falcon Field 15th in the country in a 2021 ranking of U.S. airports when it came to the use of lead fuels.

In March, the Mesa City Council voted unanimously to impose landing fees on flight schools to help cover airport operating costs. But that prompted a federal lawsuit from two of those schools: CAE Aviation and Thrust Flight Properties.

The lawsuit claims the city's vote was hasty and unwarranted. Because flight students must perform repeated landings per session, the schools argue a $20 fee per touchdown is financially crippling and claim federal aviation law preempts the city from enforcing it.

The lawsuit even prompted the FAA to step in, asking Mesa to delay the fees until the litigation is settled.

When asked for a reaction to the FAA request, Palmisano remained supportive of the fees.

"My reaction to that, is it’s the cost of doing business, period," Palmisano said. "I have been a small business owner for most of my life here in Arizona, when things go up, you make adjustments."

Palmisano also says he's spoken with professional appraisers who say they'll take the airport into account when evaluating homes nearby, similar to how they would evaluate a home near a highway or some other noise-producing environment.

The city of Mesa is holding firm, saying in a statement that the lawsuit lacks legal merit and does not justify delaying the landing fee program.
Those fees are currently set to go into effect on August 1.

Inquiries were made to both CAE Aviation and Thrust Flight Properties, but responses have not yet been received.

As for the lead exposure concerns, there is already a federal plan in place to phase out leaded aviation gas nationwide by 2030.

Arizona abortion telehealth access expands as virtual clinic Hey Jane launches mail services

It has been over a year and a half since Arizona voters passed Proposition 139, adding abortion rights to the state constitution.

While abortion is legal in the state up to fetal viability, access remains limited. Now, a national telehealth clinic is launching in Arizona with the goal of bridging that gap through the mail.

In November 2024, Arizonans voted to protect abortion access. Then, in February 2026, a State Superior Court permanently blocked a ban on telehealth services for abortion pills.

Those legal changes have paved the way for virtual clinics like Hey Jane to enter the Grand Canyon State.

Dr. Amy Potter is the chief medical officer for Hey Jane. She says that while Phoenix has multiple in-person clinics, the rest of the state faces a much different reality.

"In Arizona, 12 of 15 counties actually have no in-person abortion clinic at all, which what that means is about one in five Arizona residents lives in a county with no abortion access in person at all," said Dr. Amy Potter, Chief Medical Officer at Hey Jane.

Dr. Potter says virtual care allows patients to consult with a medical provider online or over the phone and have medications shipped directly to them. Critics of virtual care have expressed concern that the convenience of mail-order abortion pills could lead to them being used as a substitute for birth control.

However, Dr. Potter says that's not what she's seeing.

"The vast majority of patients that I have met over my career are making really concerted and thoughtful decisions with the resources that they have," Potter said.

Only medical doctors are legally allowed to perform abortions or prescribe the medication in Arizona. According to the Society of Family Planning, more than a quarter of U.S. abortions within the healthcare system were provided via telehealth in the first half of 2025.

Mesa woman accused of threatening motel guests with knife, assaulting firefighter

A Mesa woman is accused of threatening motel guests with a knife and then assaulting a firefighter during her arrest.

Mesa Police responded to a report of a woman chasing guests with a knife at a Motel 6 near Country Club Drive and Hampton Avenue at around 2:50 a.m. on June 9.

A guest who was allegedly threatened by the woman helped officers identify 53-year-old Audrey Gabriel, who was found holding "what appeared to be a silver object in her hand," officials said.

At her motel room, Gabriel refused to come out. The incident wrapped up after the guest decided to not partake further in the investigation.

At around 5:30 a.m., police were called back to the motel after people reported the same woman left her room and charged toward a victim while armed with a knife.

After Gabriel refused commands to leave her room when officers arrived, SWAT was called in. They were able to get her out of the room and into custody. While undergoing medical evaluation, she kicked a Mesa firefighter in the upper body. No other authorities were seriously hurt.

Gabriel was booked into jail on several charges, including aggravated assault with a deadly weapon, aggravated assault on a first responder and disorderly conduct.

Map of the area.

Arizona custody safety bill inspired by mother's tragedy passes Senate

An Arizona mother's push for family court reform is gaining momentum. The Senate passed a bill on June 9 inspired by her unimaginable loss after her two kids were killed by their father in a murder-suicide in 2024.

Hope Hooton is fighting to fix a system that she says failed her family. She believes if this bill had been a law back then, her kids would still be alive today. Hooton is now turning grief into purpose.

"To keep children safe. To make sure that judges have the right criteria to use when abuse and domestic violence are prevalent in a case and to make sure that it holds judges accountable," Hooton said.

That is the driving force behind House Bill 2995, also known as the "Alec and Lydia Act," named in honor of Hooton’s children. They were shot and killed by their father, who then turned the gun on himself in May 2024 during his court-granted unsupervised parenting time.

"The judge granted 50-50 unsupervised custody to their father despite domestic violence and coercive control aspects in our relationship and severe mental illness, so we’re just making sure this doesn’t happen again," Hooton said.

The bill would force courts to prioritize safety over equal time during custody battles involving domestic violence.

"Now judges have to take into consideration if there’s domestic violence. That is a huge factor as to determining if they get parenting time and—or supervised or unsupervised parenting time," Representative Lisa Fink said.

It’s a mandate Hooton says came too late for her own family, but one that could save countless others.

"We've been working on this for almost a year now. And it's great that it's finally happening and gonna pass for the protection of children all across Arizona," Hooton said.

The bill will now go back to the House for a final vote. If it passes, it will go to Gov. Hobbs' desk.

Arizona school board member faces calls to resign after Nazi salute

Protestors rallied for the resignation of a Deer Valley Unified School District board member who flashed a Nazi salute and said "heil" at a public board meeting back in May.

The gesture happened at the end of the meeting back in May when the scheduled time boiled over, after someone asked, "Is there a motion to adjourn or are we just going to do this for a while."

Fisher later went on Facebook Live and reenacted the salute, saying she was mocking Board President Paul Carver, who acts like a dictator. "All I could think of tonight was Hitler, so I said ‘Heil’ or whatever," Fisher said during the stream. "This nonsense that a board can’t talk to even schedule a meeting which is what he said in there at the board meeting, that is stupid."

It stemmed from an issue she had with scheduling an executive session on district boundaries, but some educators in the district want Fisher to resign.

Roughly 40 protestors rallied outside the board meeting on June 9, saying they want the board to vote to remove Fisher from office. They held signs saying "Antisemitism has no place here," and "Everyone is welcome here." They are demanding Fisher step down, saying she longer represents the values of the district.

"Our kids deserve better. Our community deserves better," Canyon Springs STEM Academy Band Teacher Chris Serbic said.

Carver told FOX 10 that Fisher's behavior is completely unacceptable. The district is also distancing itself from Fisher's salute and comments, while the board president of the Deer Valley Education Association says this should disqualify her from office.

"I want people that represent me, represent my family, represent my community, and this isn’t it," said Craig Beckham, a Jewish parent. "It’s incredibly offensive to my family and our community."

Fisher told FOX 10 she understands the symbol is extremely offensive, but does not support the Nazi party.

"If one of my students issued an apology where they doubled down on their insult and defended themselves, I’d ask them to do better. I’d ask them to try again, and I don’t think our standards should be lower for our school board," Serbic said. "We’re gonna see more division within the district. She’s done it before and she’ll do it again."

"You’re a true racist at heart lashing out," said Birdie Goldsmith, who attended the rally. "We have to be able to tame it down, lower the rhetoric think before you open your mouth, and it starts at the top with our leaders."

The school district responded to the incident when it happened, saying in part, "The District does not condone, support, or endorse gestures or language associated with hate, discrimination, intimidation, or violence in any form…Her views and actions do not reflect and should not be attributed to other Board members, staff, other members of the school community or the District."

The board is not expected to vote on anything related to Fisher's salute at the meeting on June 9. Fisher did not respond to FOX 10's request for an interview.

Witnesses say red light runner caused deadly 7-car crash in Phoenix

A man was killed and two others were hurt in a Phoenix crash Tuesday morning, the police department said.

The June 9 seven-car crash happened just before 11:45 a.m. near 27th Avenue and Indian School Road.

"When officers arrived on the scene, they located one adult male who was in critical condition. The Phoenix Fire Department arrived on the scene and transported him to a nearby hospital, where he was pronounced deceased. Two other adults were transported to the hospital with non-life-threatening injuries," Phoenix Police said.

Video from the scene showed a man being detained by officers. Phoenix police said they are investigating whether that person was impaired and whether that played a role in the crash. Multiple witnesses believe someone ran a red light, but Phoenix police are still investigating the cause.

We're learning more about what happened before, and after, the crash.

One of the victims taken to the hospital was a pedestrian who was in the crosswalk when the crash happened, and a witness tried to give the deceased victim CPR before he died.

"They just hit us. We got a green light, we went through, and then somebody just ran the red light and hit three of the cars," a witness named Eric said.

"He ran a red light, he hit a bunch of other vehicles, I slammed on my brakes luckily and avoided it. I had to render medical attention to a gentleman that did not end up making it at the scene," a witness named Carl said.

Phoenix police Sgt. Lorraine Fernandez urged drivers to exercise caution on the road.

"I ask our community to please slow down. Please be aware of the lights. Please be aware of pedestrians possibly trying to cross and make it. The responsibility lies with all of us in order to make our community safe," Fernandez said. "We have to be responsible when we're behind the wheel, whether that's making sure we're sober, making sure that we're slowing down and obeying the speed limits. But there's a responsibility, and driving is a privilege."

No names have been released in this case.

The investigation into the crash is ongoing.

Map of the area where the crash happened

Monsoon: Phoenix emergency management director details storm response plans

Monsoon season is almost here, and the Phoenix Fire Department is getting ready for a busy summer.

"We come together to train year-round, but come together to make sure our plans and processes are up-to-date," said Kim Gathers, Director of the City of Phoenix Office of Emergency Management. "We know what resources our external partners have, as well as all of us city departments. We also ensure that exercising together year-round. This is the culmination of saying ‘Are we ready for monsoon season?’"

Organizations like the Department of Forestry, the Office for Emergency Management and APS are showing off their resources.

"This entire event, you see our resources and capabilities to respond to the monsoon," Gathers said. "So, we have our makeshift shelter. In the event of an emergency, we can go out and set up a shelter. You see multi-agency, multi-department collaboration. We train year-round. All of our partners and emergency management are responsible for coordinating that type of activity."

APS is also utilizing new technology during severe weather.

"The robots for us is the ability where we might not want to send a person. We can now send a robot. A lot of our infrastructure are in areas where maybe it’s no longer safe, also slightly not accessible, and the robots, drones help us get cameras. High-definition cameras there help us get a line of sight," a representative from APS said.

Their main goal is keeping the community safe.

"Our community outreach is extremely important, because we want to make sure our residents and communities can be able to sustain themselves in a power outage, make sure they have essential items in a to-go kit, emergency items like flashlights, batteries, prescriptions, perishable foods, water, and you have those things ahead of time," Gathers said.

Bicyclist dead following crash in north Phoenix, driver in custody

Phoenix Police say a driver has been taken into custody following a deadly crash involving a bicyclist early Tuesday morning.

Officers responded at around 5:54 a.m. on June 9 to the area of Greenway Road and Cave Creek Road regarding a collision.

"When officers arrived, they located the adult bicycle rider in critical condition," police said. The bicyclist was taken by Phoenix Fire crews to a nearby hospital, but she was pronounced dead at the hospital.

"Preliminary information given to detectives indicated the driver was eastbound on Greenway Road, attempting to make a left to go north on Cave Creek Road, when he failed to yield to the bicyclist. After striking the adult female, the driver stopped the vehicle; the passenger got out, and the driver left the area," police explained.

The driver was identified as 47-year-old Martin De Jesus Trinidad Sanchez. He was found at a home nearby and was arrested.

Police only identified the victim as a woman, but didn't release her name and age.

It's unknown why the passenger left the scene, and police didn't say if investigators are searching for that person.

"Additional information related to this incident remain a part of the ongoing investigation. Sanchez was booked on charges stemming from this investigation," police said.

Anyone with information on the crash can call Silent Witness at 480-WITNESS, or 480-TESTIGO for Spanish.

Area where the crash happened

Alleged drunk driver rolls truck into parking lot after leaving a bar, YCSO says

An Arizona man who had just left a bar lost control of his truck, rolled several times, and landed on top of a car at another bar just seven miles down the road, authorities said.

The Yavapai County Sheriff's Office says the June 7 crash happened around 1:30 a.m. at a bar just off Cornville Road.

"A 26-year-old male driver lost control of a white pickup truck while heading home. The truck veered off the roadway, struck two stone retaining walls, launched over a 12-foot culvert, and rolled multiple times before landing directly on top of at least one unoccupied car. Amazingly, no serious injuries were reported," the sheriff's office said.

Investigators say the driver left the Cottonwood bar before crashing at the second bar in Cornville. Authorities say the driver didn't drink at the second bar.

"The driver showed signs of impairment and registered a staggering .311 on a preliminary breath test. Following medical clearance, the driver was arrested for DUI, Aggravated Assault, Criminal Damage (4 counts), and Endangerment (6 counts)," YCSO said.

"Regardless of the circumstances that led up to this event, the driver made the conscious and reckless choice to put the community in harm's way by getting behind the wheel while severely impaired. It is, without a doubt, an absolute miracle that no one was seriously injured or killed when the truck rolled through the parking lot and struck other cars," YCSO said. "Make the right decision and do not let a preventable mistake become a permanent tragedy."

The driver's name was not released. The names of the two bars involved in this incident weren't released.

Flagstaff Papa Fire burns 100+ acres during Red Flag Warning

Wildland firefighters are currently fighting the Papa Fire less than 15 miles east of Flagstaff. This comes as most of the High Country is under a Red Flag Warning.

A timelapse taken from the Twin Arrows camera shows the progression of the Papa Fire, which is now sitting at around 100 acres. Meteorologists in Flagstaff say fire risk will remain high into Tuesday.

Monday's forecast triggered a Red Flag Warning in Arizona's High Country.

"We are experiencing some drought, some dry and some extremely windy weather conditions," said Randi Shaffer, the deputy public affairs officer for the Coconino National Forest.

Valerie Meola, a meteorologist for the National Weather Service in Flagstaff, noted the severity of the conditions.

"There are about 15–25 mile per hour sustained winds, and they're gusting up to around 30–40 miles per hour," Meola said.

Mid-afternoon on Monday, a new wildfire named the Papa Fire sparked east of Flagstaff, with the Coconino National Forest crews taking the lead on the firefight.

"We're responding to this fire with a direct extinguishment, full suppression strategy and, so, that means that our goal is to confine the Papa Fire to as small a perimeter as possible, as quickly as possible," Shaffer said.

Fire crews are collaborating with meteorologists with the National Weather Service in Flagstaff to best predict weather patterns that could affect the blaze.

"We do have a program called the Spot Program, and they can submit for a spot forecast in which we'll give them a forecast right where they're located based on their elevation and what they're dealing with right there we'll communicate with the fire boss or whoever we need to or the incident commander, whoever's in charge of whatever that may be and that goes for prescribed burns as well," Meola said.

The good news is that no structures or homes are in the direct path of the Papa Fire as of Monday evening. The main concern centers on gas pipelines and power lines that could be threatened, and another red flag day is on the horizon.

"We're gonna continue to see the conditions on Tuesday, so tomorrow we're still gonna have those windy, dry conditions and winds might actually be a little bit stronger than they were today," Meola said.

The cause of the Papa Fire is under investigation, but there was no lightning in the area where it was sparked, according to the forest service.

FAA to hire thousands of new air traffic controllers after disruptions

Over 100 flights at Phoenix Sky Harbor International Airport were delayed Monday – this comes just days after the Federal Aviation Administration grounded flights because of staffing shortages, leading to widespread disruptions.

On the airport terminal boards tracking departures and arrivals, multiple flights posted late arrivals and departures. The tracking issues follow a turbulent stretch last week that saw more than 200 delays and cancellations at the terminal.

While operations returned to normal a few days ago, the FAA stated in May that it is hiring more personnel over the next few fiscal years to prevent similar systemic delays from happening in the future.

At Phoenix Sky Harbor on Monday, many travelers had to practice patience because flights were running well behind schedule.

"My flight was supposed to leave yesterday on American at 5:15 p.m., but it was actually canceled, which is why I’m leaving tonight," passenger Elizabeth Richard said.

The cascading schedule changes forced travelers to adjust their itineraries on short notice.

"It was hard because there weren’t flights that could sit me and my daughter together, so I had to book a later flight," Richard said.

Some travelers even experienced stressful hiccups while onboard their aircraft.

"They aborted because they said there was a plane on our runway, so we were like an inch from touching down, and we had to go back up," passenger Leah Blackwell said.

To mitigate future staffing shortages that can lead to major bottlenecks, the FAA announced it has a goal of hiring at least 2,200–2,400 new air traffic controllers each year through fiscal year 2028.

However, checkpoint experiences varied wildly throughout the afternoon, and some travelers reported that they did not face any operational issues on Monday.

"It was really smooth today actually," passenger Rick Beck said. "There’s no, looks like no security checkpoint really."

"No delays. Everything was smooth," passenger Patrick Joyce added.

Many people also reported seeing manageable lines at Transportation Security Administration checkpoints.

"Lines have been OK," Blackwell said. "Here, specifically, in Phoenix, it’s been fine. I was here last month, and it was fine then as well."

The FAA added that it is actively modernizing air travel technology to ensure flights go smoothly while in the air, so passengers can stay on schedule.

Attorneys seek answers after Lorenzo Lopez is found dead in Mesa facility van

A family is searching for answers in the death of a family member with special needs. This follows a horrific discovery outside the Pathways for Life facility in Mesa, where police say the man was found dead inside a facility van.

The family of 36-year-old Lorenzo Lopez has called in attorneys to help get answers.

What is known from police is that Lopez was found dead on Thursday, June 4, inside a van near the Pathways for Life facility, a Mesa care facility that serves people with developmental disabilities.

Multiple sources say Lopez was left unattended in the van for hours on a day when the high reached 106 degrees. His cause of death is still being investigated by police.

His family's attorneys say Lopez was an autistic, developmentally disabled adult with emotional, physical, and mental disabilities. His 37th birthday was just days away.

Two of the attorneys representing his family spoke about their push for answers.

"Our goal is to get to the bottom of whatever happened. We want the truth — the family wants the truth. They want to know why did this happen? How did this happen?" Shapiro Law Team attorney Kurt Maahs said. "If it is a situation where, unfortunately, Lorenzo was left in a vehicle for an extended period of time in the Arizona heat, it’s very disturbing. It’s outrageous."

"We are just trying to make sure on behalf of the family that this doesn’t happen to somebody else. Something like this should not happen," attorney Heather Bushor said. "Our goal is to find out the truth. To find out who was responsible for this death, how it could have been prevented and to make sure it doesn’t happen again to anybody else."

A Pathways spokesperson had initially sent FOX 10 a statement acknowledging the death and saying they are cooperating with authorities on the investigation. A follow-up was conducted days later, specifically asking about the allegations that Lopez was left unattended in the van for hours. A spokesperson responded saying they are unable to provide additional information or comment further during the investigation.

Police are still investigating. The attorneys say once they complete their own investigation, they will likely file a lawsuit against the at-fault party.

Tempe Meals on Wheels facing 60% budget cut as Arizona lawmakers debate spending

Arizona lawmakers have just over three weeks left to pass a state budget to avoid a government shutdown, but right now, there is no deal on the table.

Many of the current budget proposals are calling for significant spending cuts, especially for social services. An inside look at one Tempe community center shows how workers are preparing for the worst.

Organizers with the Tempe Community Action Agency warn that its programs like Meals on Wheels could see funding slashed by up to 60%, putting a vital lifeline for thousands of vulnerable residents on the chopping block.

For Carla Mollica, her daily food delivery from the Tempe Community Action Agency is so much more than just a meal.

"Us seniors are lonely," Mollica said. "And so he takes time. We discuss things."

During a delivery, a volunteer asks, "Are you OK? How are you doing?" But the food is also crucial.

"When you live on a fixed income, you just don't have the money to go out and buy nourishing food," Mollica said. "If it wasn't for these meals ... we'd be eating cat food."

Mollica is just one of 160 people in Tempe that the agency serves through its version of Meals on Wheels.

"The demand for need is growing," said Bob Branstetter, director of programs for the Tempe Community Action Agency.

Branstetter says budget talks within the Arizona Legislature indicate programs like this could see cuts.

"We've been told to prepare anywhere from 20 to 40% cuts, even as high as 60% in some of our programs," Branstetter said. "If that need is increasing and the funding is going down, we are going to serve less people."

Branstetter says a loss in funding wouldn’t just limit how many people can be fed; it would limit daily interactions seniors count on.

"It's so much more than just delivering a meal," Branstetter said. "If we're not there, what happens? Where do these individuals go?"

For the state lawmakers making those budget decisions, Mollica has a message.

"You need everybody to pitch in and make our lives affordable," Mollica said. "Cause right now it’s extremely difficult."

A spokesperson for Arizona Senate Republicans stated on Monday, June 8, they have tentatively reached a deal and hope to introduce the budget bills Tuesday evening.

This timeline means it could soon be revealed if these budget cuts could become a reality.

Branstetter noted that rising gas prices have made it more difficult for the agency to recruit volunteers, so they are always looking for help.

Arizona BNSF train burglary investigation leads to discovery of over $500K worth of stolen goods: sheriff

Authorities say over a half million dollars worth of stolen goods were recovered after a BNSF Railway train was burglarized in northern Arizona.

The Coconino County Sheriff's Office says BNSF workers on May 29 reported that several people were removing merchandise from a stopped train near Meteor Crater and loading it into two vehicles parked near the tracks.

Detectives and federal agents responded and found one of the vehicles leaving the scene. The vehicle was stopped, and two people inside were arrested.

Deputies near Williams then spotted a box truck on I-40 matching the description of one of the vehicles believed to be involved in the train burglary. When deputies tried pulling over the truck, it didn't stop and crashed. Two people who were inside the truck ran away on foot and were not caught.

The sheriff's office says the total value of the recovered stolen property exceeds $500,000.

Statement from BNSF

"BNSF has robust security protocols, and our police department is focused on preventing these incidents on our network. We work hard to protect our customers' freight from pickup to delivery and have security measures in place to help ensure these goods arrive safely.

We are working with federal, state, local, and tribal police departments to coordinate our approach to disrupting criminal activity and arresting offenders. It's essential that the entire criminal justice system, including policymakers, district attorneys and judges, focus on this crime trend and help to ensure these criminals are held responsible and prosecuted. These are not victimless crimes, particularly when many of these packages include much-needed medicine, food, and critical supplies necessary for everyday life."

The Coconino County Sheriff's Office is asking anyone with information on this case or other northern Arizona train burglaries to call them at 928-774-4523.

Officials, however, did not elaborate on the nature of the alleged crime in their statement.

According to CCSO, Cordero's whereabouts became known to them on May 6, when they were told by the U.S. Marshals Service that Cordero was onboard a flight that was bound for Panama.

"Detectives from the Sheriff’s Office immediately coordinated with the U.S. Marshals Service to request that Panamanian authorities detain Cordero upon his arrival and begin the extradition process," read a portion of CCSO's statement. "Panamanian officials took Cordero into custody as soon as he exited the aircraft and held him while the United States Marshals Service and the Coconino County Sheriff’s Office completed the necessary extradition procedures."

Officials with CCSO said on June 3, the U.S. Marshals took Cordero into custody in Panama, and took him back to Arizona. CCSO took custody of Cordero when he arrived in the state.
