UK Packaging PRO Joins EXPRA to Lead the UK’s Packaging EPR System
EXPRA has welcomed UK Packaging PRO as a new member, marking a key milestone in the implementation of Extended Producer Responsibility in the UK. The organisation has been appointed by PackUK to lead the national packaging recycling scheme (pEPR), backed by over 100 industry stakeholders. The new system reflects a producer-led, non-profit approach, aligned with EXPRA’s principles, and aims to improve recycling performance and system efficiency. UK Packaging PRO will work closely with government, local authorities, and industry to enhance data, innovation, and packaging design.
Its formal role begins on 1 April 2026, representing a major step toward a more integrated and circular packaging economy in the UK.
European Business Coalition Calls for Immediate EU Action on E-commerce Imports
European traders and industry are deeply concerned about the rise of imports of small consignments. The introduction of the ‘deemed importer’ in 2028 comes too late. The joint statement calls upon the EU and its Member States to introduce a legal obligation on foreign operators to appoint a
legally responsible person or entity in the EU for e-commerce imports without any further delay.
Joint Statement: An Internal Market Legal Basis to drive waste management step-change in the New Circular Economy Act
The joint industry statement , cosigned by EXPRA, calls on EU policymakers to anchor the New Circular Economy Act in the internal market legal basis (Article 114 TFEU), stressing that only harmonised rules can address Europe’s highly fragmented waste management landscape and create a genuine Single Market for secondary raw materials. With nearly half of Member States still landfilling more than 30% of municipal waste and only nine expected to meet the 2025 recycling target, the signatories warn that divergent national rules—identified by the Commission as part of the Single Market’s “Terrible Ten” barriers—are holding back environmental progress, competitiveness, and strategic autonomy. They caution that shifting to Article 192 TFEU would increase legal uncertainty and perpetuate fragmentation, and urge co-legislators to uphold Article 114 to ensure all Member States move forward together toward Europe’s circular economy objectives.

On December 19, 2025, CITEO hosted a high-level webinar dedicated to the recyclability of household packaging and the key changes introduced by the new European Packaging and Packaging Waste Regulation (PPWR).
With more than 1,600 participants, the session aimed to clarify the main orientations of the PPWR and provide practical insights to help stakeholders anticipate and prepare for the upcoming regulatory transition. The webinar featured direct input from the European Commission and focused on the implications of the regulation for household packaging.
On March 4, 2025, CONAI – Consorzio Nazionale Imballaggi held the webinar “New Packaging Regulation: Operational Guidelines for Businesses.”
The event provided an overview of the obligations outlined in Chapter II of the new EU Regulation 2025/40 on packaging and packaging waste, published in the Official Journal of the European Union on January 22, highlighting its implications for businesses.

On April 1, 2025, a webinar organized by Fundación Alternativas in collaboration with Ecoembes – Spain explored the social impact of Extended Producer Responsibility (EPR) and its potential to support a just and sustainable transition. A study conducted in 2020 revealed that activities related to Ecoembes’ Collective EPR System (SCRAP) were responsible for generating more than 46,000 direct and indirect jobs. This growth has taken place in a sector characterized by strong job security and low employee turnover, highlighting the vital role SCRAPs play as catalysts for green employment in Spain.
