I have updated 1.7.89 . Download that version again and see if it works. if it does , then it is a localization problem.

No. I have just updated 1.7.89 without upgrading to a higher version. remove the plugin and reinstall the same version.

With the snippet included, if after you set it to billing and then type in the zip code field(trying to get it to recalculate shipping), will it then work?

yes it is. It looks like it assumes “US” as base country for billing.
Woo-RFQ somehow is causing it but there is no where where I set the country or any address for that matter during the checkout / cart process
