updated the Joomla.gitignore file to now cover the full 3.9.8 install.
Also, re-ordered some elements to ensure the gitignore is in directory/file and lexicographic order
Reasons for making this change:
Joomla! has been updated and includes some new components in the most up-to-date install.
This change includes the additional files and also makes some changes to be more explicit about what is being ignored.
