Description

Currently, it is not possible to implement a custom webpack configuration in Angular v8 for the extract-i18n process. It seems that just a minor change is necessary to allow the angular-builders team to offer custom webpack for i18n too. Please refer to this description of the problem.

I need to have webpackTransformer in extract-i18n.
