The slashes on unitypackage files generated in appveyor (as seen in #996) were still broken. This fixes that, and also adds some powershell scripts lifted off of the GHfVS build to make it easier to invoke the scripts without wading through a mix of batch and powershell.
The fix for the forward slashes is github-for-unity/packaging@dbf5bec
The new powershell scripts are in github-for-unity/packaging@ed68a4c
