Oklahoma Universal Service Fund
The Oklahoma Universal Service Fund (OUSF) was established in accordance with the Oklahoma Telecommunications Act of 1997. Vantage Point has administered the OUSF since 2013, previously under GVNW Consulting.
All contributions and distributions are processed through Vantage Point Solutions. Carrier Remittance Worksheets must be submitted online via E-File only.
All OUSF contribution payments should be remitted directly to First Fidelity Bank in Oklahoma City, OK. Please refer to the OUSF Payment & Worksheet Submission Information (Attachment B) for further details.

Important Announcements
On April 23, 2026, the Commission issued a Final Order in Case No. OSF 2024-000262, Order No. 756989, Application of Mark Argenbright, Administrator of the Oklahoma Universal Service Fund Pursuant to OAC 165:59-3-13-(a) & (b), To Consider or Adjust the Oklahoma Universal Service Fund Assessment and Establish a Repository for Quarterly Status Reports. This Order approves a connections-based assessment factor of $1.35 per connection. The OUSF assessment factor will remain the same at $1.35 per connection beginning May 1, 2026, until further order of the Oklahoma Corporation Commission.
Contribution Factor
- $1.35 beginning with the connections at May 31, 2026 for the June 2026 assessment
- $1.63 beginning with the connections at July 31, 2024 for the August 2024 assessment period – May 2026 assessment periods
- $2.02 per connection for the August 2023 – July 2024 assessment periods
- $1.85 per connection for the December 2022 – July 2023 assessment periods
- $1.14 per connection for the October 2021 – November 2022 assessment periods
