This is my first tutorial, so if anything doesn't make sense, please just ask.:)
step #1 Crop your base. This is a lovely picture of Alvin & Judith from The League of Gentlemen. A snapshot from the Series 3 Gallery. (bigger version)

step #2 Duplicate the base and set it to soft light.
You know what toolbar called Enhance Photo? Go > Automatic Contrast Enhancement > "Darker" - "Mild" - "Bold".
Of course, depending on your image, these settings would vary.
Next, Enhance Photo > Automatic Saturation Enhancement > "More Colorful"
This would be a nice time to do the Unsharp Mask if you need it. (Adjust > Sharpen > Unsharp Mask...) My settings are "60" - "12" - "50", but of course - it depends on your image. (FYI, I hardly ever vary the clipping or radius, only the strength, and that works fine for just about every image. :D )

step #3 Reece/Judith's face is a bit washed out by the smoke, so I duplicated the base twice, and erased everything but that corner. Set them both to Hard Light.

step #4 I made this border with the Preset Shape Tool. Curved quadrilateral outline, tilted slightly. To get it to fill all that area, I just put the border on about 20 or 30.

step #5 I thought it was a bit too orange, so I put on a Color Balance layer with the settings
-29, 0, -13

step #6 ... And then apparently wanted it more orange, so a Softlight layer of #F46D00. Opacity: 60%

step #7 Now the token dark blue exclusion. (I used #0E205A.)

step #8 To make the picture stand out a bit more, go back to the soft light layer and duplicate, and drag it up to above the exclusion layer.
step #9 I thought the border bit was a bit to sharp, so I created another curved quadrilateral, with about a 2px border, and set it to 50% Opacity.
step #10 I'm terribly sorry, but I seem to have lost the original file of this texture, and have no idea who it's by. But there's plenty of grunge textures out there, just pick any!
Here's my layer, anyway:

Set on multiply, 74%.
FIN!
