Release v1.31.1

Overview

This patch release brings important dependency updates and UI fixes. We updated the Go version to 1.26.3, improved the Komparo installation URL to use the jpillora installer, and updated the GitHub Actions workflow to use actions/upload-artifact@v7. Additionally, we fixed a layout bug on the Package Progression chart where the X-axis labels were overlapping.
