

Transboundary crisis management denotes the strategies, processes and tools used to plan for and respond to disaster and emergency scenarios across one or more types of boundaries (national, organisational, political, economic, legal, or conceptual).
Natural disasters and environmental crises as well as manmade disasters, such as terrorist attack and financial crises, often have an international, if not a global impact. Therefore, the response and management of these crises involves the coordination of a number of organizations and authorities across countries.
Differences in organizational set ups, decision-making processes, infrastructure and approach can result in poor disaster response. For example, the incompatibility of technical systems, conflicting strategies, and confusion regarding the chain of command can lead to extended response times, which, in an emergency scenario, may threaten the functioning of critical infrastructures and the well-being of many citizens.
How can we improve transboundary crisis management?
The IN-PREP project will develop a platform that provides centralised access to disaster management tools and processes.
The IN-PREP platform will support inter-organisational disaster response by allowing users to:
Trilateral assesses the ethical, legal, and privacy issues that need to be considered in the development of disaster preparedness planning and technology.
Trilateral considers the risks of developing new strategies that respond to emergency situations and what measures can be taken to mitigate these risks to promote efficient and effective disaster preparedness across borders.
