- Analysts receive the referral form and use general purpose software to compile data about the child from multiple safeguarding databases.

- Safeguarding partners collectively review reports to begin risk assessing the child.
- A decision is made as to whether to refer the child for formal risk assessment.
- This process is repeated for the formal risk assessment.
