Description
When there are no pending acks/requests, the db thread may enter a wait loop for peer updates and won't execute the bootstrap logic which should send repeated discovery requests to peers that don't respond.
This issue is not likely in a real environment where membership updates (fsmap changes) are frequent and peers send acks.
