Description

Field experience shows that default upmax_max_deviation 5 is not effective to reach well a balanced cluster. This is especially on evident on clusters with many pools, because the deviation of 5 is per pool, so the deviations can pile up, and OSDs can vary by a lot.

There was a previous PR that increased this number to 5 and there was no explanation. #43312
